Efficient management of energy in buildings saves a very important amount of resources (both economic and technological). As a consequence, there is a very active research in this field. One of the keys of energy management is the prediction of the variables that directly affect building energy consumption and personal comfort. This paper examines the issue of foreign aid and cash transfers to individuals in low-income economies typically found in Africa. Old-age conditional cash transfers and new mobile banking technology can cope with the well-documented problems related to moral hazard and high transaction costs with such policy interactions. An empirical approach for the analysis of energy consumption of existing buildings of the tertiary sector is presented in this study. It allowed the organization and management of large amounts of data according to different timeframes and helped to focus on leading issues about energy uses, and dealt with compatibility with tariff structure. Purpose: To describe the consumption of alcoholic beverages in a German wine area, with special attention to the number of people drinking more than the tolerable upper alcohol intake level (TUAL). Methods: A cross-sectional study was conducted using a mailed questionnaire, to investigate the weekly consumption of wine, beer, and spirits during the preceding 12 months in Mainz, the state capital of Rhineland-Palatinate, Germany. The analysis included 948 responders aged 20–69 years. Results: A total of 948 respondents, with a mean age of 43.7 years, were included in the analysis.
