Road project opportunity costs subject to a regional constraint on greenhouse gas emissions

Abstract France has constrained the Aquitaine region to set up a climate plan to avoid an emission of 2883 ktCO 2 eq for the period 2007–2013. In parallel, the region has decided to carry out the construction of road infrastructures in order to avoid very high congestion costs. Those road projects will involve an increase in greenhouse gas (GHG) emissions during that period. In the present context of strong sustainability, all emissions (direct and indirect) generated by those projects should be offset. Economic feasibility assessments represent a key issue for selecting which wastewater treatment processes should be implemented. The few applications that exist focus on the positive economic value of externalities, overlooking the existence of negative externalities. Abstract After joining the European Union in 2004, the post-communist countries have dramatically changed their structure of expenditure for medical services. The cause of this is legislative and ownership changes in the new economy. Joint User Association and Dynamic Beam Operation for High Latitude Muti-beam LEO Satellites

In Low Earth Orbit (LEO) satellites, which run in polar orbit, the area of overlap among beams becomes wider as the latitude of satellites increases, which leads to intolerable interference and extra energy consumption. To minimize the onboard power with QoS requirements, we propose an energy optimization model with considering power allocation, user association and dynamic beam ON/OFF operation jointly.
