In the shadow of the military, the Portugal of the Estado Novo (New State) was above all led by academics, especially those from the Faculty of Law in Coimbra. The generation of teachers born in 1880/1890, including all the deans (Beleza dos Santos, Cabral de Moncada, Fezas Vital, Figueiredo, etc.), gathered around Salazar, who held the chairs of public finance and political economy in Coimbra, and irrigated the state apparatus. Early in the 20th, generalist journals – a kind of press which had its major diffusion in the nineteenth century – continue to accommodate the contributions of economists offering a specific debating space. However, with the affirmation of fascist ideology, generalist periodicals progressively ceased to exist or to host economists’ articles. Cartels Uncovered

How many cartels are there? The answer is important in assessing the efficiency of competition policy. We present a Hidden Markov Model that answers the question, taking into account that often we do not know whether a cartel exists in an industry or not. Our model identifies key policy parameters from data generated under different competition policy regimes and may be used with time-series or panel data. We take the model to data from a period of legal cartels - Finnish manufacturing industries 1951 - 1990. Our estimates suggest that by the end of the period, almost all industries were cartelized.
