The effects of corruption in entrepreneurial ecosystems on entrepreneurial intentions

2019

Although researchers have identified corruption as a factor capable of affecting the entrepreneurial ecosystem at the national level of analysis, scholars have reported conflicting results regarding the exact nature of the relationship between corruption and entrepreneurial intentions. This paper formulates some propositions about the complex relationship between corruption and entrepreneurship at different levels of analysis and it suggests and explores the socio-cultural consequences of such domains&rsquo

Political discretion and corruption: the impact of institutional quality on formal and informal entrepreneurship

2017

This paper analyses the impact of political discretion and corruption on firm creation rates, distinguishing between formal and informal entrepreneurship. The results show that political discretion discourages the creation of formal enterprises as fewer restrictions on the government's opportunistic behaviour increases uncertainty and risks for entrepreneurial activities. Corruption also has a negative influence on formal entrepreneurship, as it increases the costs of the procedures required to create and manage the company with no assurance that the other party will fulfil the agreement. Regarding informal entrepreneurship, our results show that the negative impact of corruption also appli…

The Complexity Turn in Cultures’ Consequences on Entrepreneurship, Innovation, and Quality-of-Life

2017

This study examines influences on quality-of-life of national cultures as complex wholes and entrepreneurship activities in Brazil, Russia, India, China, Germany, and the United States. The study tests McClelland’s (1961) and more recent scholars’ proposition that some cultural recipes nurture entrepreneur startups while other cultures are biased toward thwarting startups. The study applies complexity theory to construct and empirically test a general theory of cultures’, entrepreneurship’s, and innovation’s impact on quality-of-life across nations. Because culture represents a complex whole of attitudes, beliefs, values, and behavior, the study applies a set-theoretic approach to theory co…

Corruption, political discretion and entrepreneurship

2018

Purpose While common sense suggests that corruption will likely have a negative impact on the economy as it raises the cost of doing business, research on the topic showed inconsistent results (positive, negative and neutral). This paper aims to verify whether corruption has a “grease” or “sand” effect on the wheels of entrepreneurial rates and under which conditions corruption will have stronger or weaker effects. Design/methodology/approach Using institutional theory as the basis for the hypotheses, generalized least squares estimation is conducted to empirically examine the role of corruption and political discretion in entrepreneurship in a sample of 93 countries. Findings Countries wi…

How Pioneering Managers Strive to Integrate Social Risk Management in Government Debt Collection

2019

This study explores risk management issues in local government-owned enterprises in accordance to the third wave of governance, organization and management logics of Public Administration: the Public Value approach. However, the coexistence between the emerging Public Value approach and the more traditional and consolidated ones is often difficult, also because of the resistance of shareholders who may not consider the management of system-level risks as a priority mission for their company. For this reason, we have analysed the strengths and weaknesses of the Traditional Approach and the New Public Management approach in the public sector management. The case study presented reveals some i…

Corporate Governance in Scandinavia

2008

This article addresses the role of formal institutions and informal networks on corporate governance practices. The existing corporate governance literature has mostly examined the formal institutions, such as the effect of legal systems. Our contribution is to consider the effect of informal “small world” characteristics of ownership and board networks. We use the case of Scandinavia (Denmark, Norway and Sweden) to examine these effects. Our empirical results reveal large differences in formal board and ownership structures between the Scandinavian countries, but strong similarities in terms of law enforcement, political stability, government effectiveness, rule of law, control of corrupti…

Electronic government and corruption: Systematic literature review, framework, and agenda for future research

2021

Abstract The notion of corruption has emerged as a prominent topic against the backdrop of e-government. However, there are diverse but disorganized viewpoints about the relationship between e-government and corruption, thus creating difficulties in obtaining a structured overview of the existing literature and identifying the avenues to take this research area forward. Despite this, prior studies have made limited attempts to gather these fragmented observations to guide future research holistically. To address this concern, we conduct a systematic literature review (SLR) of 63 articles discussing e-government and corruption and provide a comprehensive synthesis of the current knowledge in…

Government Performance, Ethics and Corruption in the Global Competitiveness Index

2017

Public administration efficiency is an up to date topic. More in depth, the crucial point is how it is related, on the one hand, with a disruptive phenomenon like corruption and, on the other hand, with ethics. This study aims to show how public sector performance is affected by ethics and corruption. In order to explain such a relationship, this research run a cross-country analysis, where indices of public-sector performance are juxtaposed with corruption levels.

Quality of government and economic growth at the municipal level: Evidence from Spain

2021

This paper analyzes the relationship between quality of government and economic growth at the municipal level in 1,820 Spanish municipalities during the period 2008–2015. At this level of dis- aggregation, the literature is virtually non-existent due to severe data constraints. To address this limitation, we proxy institutional quality with a measure of local government efficiency, which provides an accurate indicator of how good local authorities are at managing their budgets. This variable is expected to be highly correlated with other more traditional quality of government indicators such as corruption. After computing our measure, we then use it in a growth regression framework. We find…

Los códigos de buen gobierno ¿son útiles para mitigar los pseudoliderazgos públicos?

2021

International audience; Leadership is one of the main roles of institutions and the lack of integrity of certain leaders affects the decision logic. The corruption of leadership degenerates into a pseudo-leadership which benefits from the principle of hierarchy that exists in all organizations. The lack of integrity of the leaders affects decision making and the structure of the organization. Corrupt dynamics often show regular and organized behavior because they adapt to an institutionalized script and to the existence of interpersonal networks. Corruption cases have stimulated in the last decade the elaboration of a legislative repertoire of codes of good governance in public administrati…
