This paper aims to analyze the participation of organized interests in the legislative process, disciplined by the article 12.3 of the Sicilian Statute. The results of the research show that no other regional statute, and not even the Rules of procedure of the two chambers of the Parliament, adopts the same mechanism of participation. The Sicilian Statute can be considered an interesting example of how the decision- making process can include organized interests as already experimented with the public debate on large infrastructures.

The article deals with the notion of personal freedom as it is regulated by art. 13 of Italian Constitution, drawing the main differences with other fundamental rights, in particular with the freedom of movement (art. 16 Cost.). To this end, the paper explores the main doctrinal orientations and the most recent constitutional case-law on the subject; specifically, it proposes a reading of the motivational points of the judgment n. 127 of 2022 of the Italian Constitutional Court which resolved some touchy issues of constitutionality that arose during the pandemic emergency. The paper analyzes the role of the Head of State's influential judiciary in the formation of the Government, both following new political elections and in the management of government crises. As is well known, the Head of State, in order to carry out his activity of moderation, persuasion and stimulus towards the political bodies, has combined the formal presidential powers with informal tools and procedures of moral suasion.
