Public Employees as Politicians: Evidence from Close Elections

We analyze the effect of municipal employees’ political representation in municipal councils on local public spending. We use within-party, as-good-as-random variation in close elections in the Finnish open-list proportional election system to quantify the effect. One more councilor employed by the public sector increases spending by about 1%. The effect comes largely through the largest party and is specific to the employment sector of the municipal employee. The results are consistent with public employees having an information advantage over other politicians, and thus, being able to influence policy.

Romania: Regional Persistence in a Highly Nationalized Party System

Romania has a nationalized party system whereby the effective number of parliamentary parties has gone down and the left-right dimension of political competition has become consolidated. Statewide parties manage to electorally homogenize the electorate through using a similar electoral system for regional and national elections and by holding regional elections just before national elections. Although about 50–60% of patients enter first complete remission upon intensive induction chemotherapy, relapse remains high and overall outcomes are disappointing. Do firms benefit from interactions with public research organisations beyond innovation? An analysis of small firms

Abstract In this paper we argue that there is an extensive number of studies examining how firms obtain new products from their interactions with scientific agents, but other type of benefits has been overlooked. Specifically, we add to previous literature by considering not only product innovation, but also exploratory (long-term) and exploitative (short-term) results. We administer a tailored survey to firms collaborating with the Spanish National Research Council (CSIC) and data was completed with secondary sources.
