The present paper deals with the decision of the Italian Constitutional Court to refer a preliminary ruling to the European Court of Justice on the well-known case "Taricco". The latter, in 2015, stated that the Italian law on statute of limitations was inconsistent with the Treaty on the Functioning of the European Union, having regard to the obligation upon Member States, stemming from art. 325 TFUE. Numerical and Experimental Study of a Novel Concept for Hydraulically Controlled Negative Loads

This paper presents a numerical and experimental investigation of a novel concept that eliminates oscillations in hydraulic systems containing a counterbalance valve in series with a pressure compensated flow supply. The concept utilizes a secondary circuit where a low-pass filtered value of the load pressure is generated and fed back to the compensator of the flow supply valve. The novel concept has been implemented on a single boom actuated by a cylinder. A nonlinear model of the system has been developed and an experimental verification shows good correspondence between the model and the real system. An analysis with theoretical elements contributes to the understanding of the characteristics of procyclical, countercyclical and acyclic fiscal policies. This study aims to provide some empirical explanations for the gaps in ICT diffusion between industrialized countries, especially European countries vis-à-vis the United States. The panel data cover eleven OECD countries: Austria, Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Spain, the United Kingdom and the United States.
