Ethnographic approach to participation in EU policy : developing polyspatial agency

This article uses an ethnographic approach to study citizens’ participation in the context of participatory practices organized in the framework of cultural policy of the European Union. It focuses on one EU policy action, European Heritage Label (EHL) and one cultural heritage site that has received this label. The research data was collected through participant observation and interviews with young people who participated in the activities organized on and by the site. This article asks: what meanings the participants give to participation. The aim of research is to evaluate the level of e-service provision in digital collections created by memory institutions (libraries and archives) of Latvia. The problem under study is as follows: digital collections have insufficient usability due to lack of appropriate e-services. The empirical basis for research is e-services of digital collections created by national and regional level libraries, as well as the National Archives of Latvia. The authoress has taken interest in new aspects of folklore and folklorism in the contemporary culture as well as in the current discussion on folk culture, tradition and cultural heritage in Poland. She based her reflections on the 2003 UNESCO Convention (ratified by Poland only in 2011): terms ‘folklore’ and ‘folklorism’ are replaced with a new term ‘intangible cultural heritage’ which also includes material culture. However, there is a dichotomy between the cultural policy at the state level (including common knowledge of organisers of cultural activities and culture creators) and academic theory.

The author continues her research on folklore and folklorism in the contemporary culture in the framework of the discussion held currently in Poland on the intangible cultural heritage and all the actions aiming at its protection and preservation. She starts from 2003 UNESCO Convention which coins the new term of intangible cultural heritage to replace the terms folklore and folklorism, commonly used in informal and scientific discourse. I grandi eventi bellici, le intemperie e l'incuria dell'uomo hanno condotto alla rapida rovina di buona parte del patrimonio culturale; il presente contributo affronta il tema della documentazione del patrimonio culturale proponendo una metodologia di ricostruzione congetturale basata sull'uso di fonti iconografiche e su procedure di restituzione prospettica da fotografie d'epoca. Oggetto dello studio è il Castellammare di Palermo, demolito nel 1922 per volontà della stessa amministrazione comunale.

Taking as a starting point the inadmissibility decision issued in 2019 by the European Court of Human Rights in the case Ahunbay and others v. Turkey, the article proposes some reflections concerning the possibility of lodging applications with the Court which are aimed at protecting collective interests and common goods as recognized (or emerging) under international law.
