The Role of Structural Funds in Developing Learning Regions

2003

The thematic background of learning regions is based on the concept of learning organisations and on the paradigm of the innovative milieu. The frame of reference of the learning regions can be seen as a synthesis of regional and organisational based definitions, which involve the process of learning. Compared to the theory of learning organisations, the most challenging question is to find the collective mission among a heterogeneous group of actors, which involves individuals, organisations, enterprises etc. The key processes of learning regions can be divided in the three categories. The first element in the concept of learning regions is producing and enhancing human capital in individu…

Regional Differences in Overeducation

2006

This paper focuses on overeducation from the regional perspective. The supply of highly educated workers has increased since late 20th century but the demand has not necessarily increased equivalently. This mismatch might create problems at the labour market, for example unemployment and overeducation. Individuals are not totally mobile and prefer to search for a job near their residential location. If accessible jobs do not correspond to the educational level of the job seeker, one may have to accept a job below his or her educational level. Spatial mobility of workers, migration and commuting, can reduce the spatial mismatch. Spatial mismatch between jobs and workers has been noticed in s…

Euro-Mediterranean Economic Integration: An Empirical Investigation of Trade Flows

2006

Greater trade and financial integration are implicitly identified by the Barcelona Conference as the mechanism to promote “peace and shared prosperity†and “sustainable and balanced economic and social development†in the Euro-Mediterranean Area. Indeed, the Conference has identified the establishment of the Euro-Mediterranean Free Trade Area (FTA) as the essential element to build the Euro-Mediterranean partnership. The main objective of this paper is to verify the extent of economic integration between the countries that will form the FTA and assess the impact of European integration and enlargement on the process of Mediterranean economic integration. In particular, the use of a gr…

Gendered Social Capital - A Case Study of Sports and Music Associations in Leksand and Rättvik, Sweden

2003

Earlier research has been able to establish a connection on an aggregated level between a lively participation in voluntary organisations and a flourishing economy. This has been explained in terms of dense, informal networks of civic engagement fostering norms of reciprocity and trust - i.e. social capital - which in turn facilitate co-operation and successful economic development. The causality on the individual level, that is the relationship between engagement in the voluntary sector and position on the labour market, has been less studied, though. In this paper, we focus on various qualities which the links between an individual's participation in the voluntary sector and position on t…

The development of air traffic in Sicily

2004

The aim of this work is to analyse the air traffic development that interested the airport system in Sicily, consisting of the airport of Palermo “Falcone –Borsellino”, the airport of Catania “Fontanarossa” and that one of Trapani-Birgi “Vincenzo Florio”. The analysis of the possible growth of air traffic volume and performance in Sicily was mainly suggested by the growing importance of the Mediterranean region like a new crossroad of the worldwide traffic on the East-West line. It gives a new chance for the development of this area that mustnÂ’t be loosed. Globalization and the migrant flows from South and East towards the Western Europe, makes of the southern Italy a strategic knot…

Spatial autocorrelation in employment-output relation

2003

This study reconsiders the employment-output relation in Finland from a spatial econometric perspective. Spatial econometric methods provide new insights on the regional employment-output relation. They make it possible to examine whether output growth or employment growth in neighboring regions affects employment growth in a particular region. Especially, the interest in this study is aimed at the Finnish growth centers? (the capital region Helsinki, Turku, Tampere, Oulu and Jyväskylä) impacts on their neighborhoods, which is related to the regional economic theories on agglomeration economies and spillover effects. There is inter-action in trade, capital flows, migration and in diffusion …

Visibility of Burdens and Benefits of Public Revenue and Expenditure in OECD Countries with Two and Three Levels of Territorial Government

2003

The size and pattern of any public budget depend, among other factors, on the visibility of both the burdens and benefits of public revenue and expenditure. Furthermore, such visibility is a necessary - not a sufficient - condition for an efficient allocation of resources between the private and public sectors of an economy. Although the importance of this visibility has been well known by academicians and practitioners for a long time, attempts to quantify it by taking the internal structure of every type of revenue and expenditure and its relative financial weight in a fiscal system into consideration are recent, and indicators used till now rest on several structural parameters, each of …

Determinants of Manufacturing Location in EU Accession Countries

2003

Since 1990, Central and Eastern European countries have experienced increased integration with the European Union which has led to a reallocation of resources across sectors and space. The spatial implications of this process have been little investigated so far. Have regional production structures changed over the last decade? How specialized/diversified are regions? How concentrated/dispersed are industries? What are the determinants of manufacturing location patterns? This paper identifies and explains patterns of regional specialization and manufacturing concentration in Bulgaria, Estonia, Hungary, Romania and Slovenia. We find that patterns of manufacturing relocation are country-speci…

Creative clusters in Europe: a microdata approach

2011

Creative industries are highly concentrated forming clusters. One of the main problems for the identification of clusters of creative industries in Europe is the lack of data, constrained in practice to regions (NUTS 2) and influenced by the heterogeneity in the definition of NUTS across countries. This research uses firm-level data geo-referenced at address level and geostatistical modeling to identify clusters of creative industries in fifteen European countries. The procedure is independent of administrative divisions and national boundaries and allows to produce a precise geography of the clusters of creative industries in Europe.

Matching in thin labour markets: panel data evidence from Finland, 1991-2002

2003

The matching function that postulates a relationship between the flow of new matches and stock of job seekers and vacancies has attracted considerable attention, both theoretical and empirical during the last decade. In this paper the properties of a matching function are examined by using a large panel data set from Finland. The data has a high frequency and it is highly disaggregated, comprising monthly data on 174 work-to-travel areas from a 12-year period between January 1991 and August 2002. We test for density effects, i.e. the importance of the size of markets on matching efficiency. The robustness and importance of our empirical findings are guaranteed by the quality of data. First …
