Teachers’ professional agency in a centralisation-decentralisation system and a hierarchical cultural context : the case of Hong Kong

Teachers are frontline actors in actualising educational innovations. In some contexts, teachers’ professional agency is undervalued. This study investigated teachers’ agency and its related workplace affordances in Hong Kong, which features a centralised-decentralisation education governance system, and a hierarchical work culture. The study was based on 21 semi-structured interviews with teachers, and employed a deductive thematic analysis. Pursuing decentralisation : regional cultural policies in Finland and Sweden

In both Finland and Sweden, decentralisation has traditionally been an essential cultural policy aim. This article explores how, by pursuing decentralisation, the regional jurisdictions have been presented with more possibilities to fulfil their purposes and in this way, gain legitimacy in cultural policy. Based on the analysis of political, legal, and administrative documents, three main periods of regional decentralisation in cultural policies are identified: regions as vehicles of welfare policy, regionalisation, and competitive regions. This contribution deals with the internal coordination of health care, long-term social care and social assistance schemes – covered by EU regulation no. 883/2004 – in Italy after the constitutional reform enacted in 2001, which significantly decentralised legislative and administrative machinery by strengthening the prerogatives of the Regions, especially in terms of organisation and funding of the services. Il saggio analizza i recenti sviluppi della contrattazione collettiva in Europa del Sud all’insegna del trinomio aziendalizzazione-europeizzazione-americanizzazione: nonostante le differenze strutturali, i sistemi analizzati hanno notevolmente rafforzato il ruolo del contratto aziendale nel sistema delle fonti rispetto alla legge e al contratto nazionale, oltre che funzionalizzato la rappresentanza dei lavoratori in azienda a meccanismi di verifica effettiva del consenso.
