The Regulatory State vs. the Networked Polity: confronting narratives of change

The aim of the article is to summarize and reassess the innovations brought about by governance theory. It is argued that the notion of governance is a conceptual device that could help rationalise and articulate the changes undertaken by liberal democracies since the late 1970s. The article suggests the need to distinguish between two distinct research programmes composing governance studies, which are influenced by alternative epistemic traditions—political economy and economic sociology. A central political goal of Juha Sipilä’s government was to implement comprehensive reform concerning health and social services. In this article we study how leaders of change, whose task it was to prepare and implement the reform together with regional institutions, experienced the political process aimed to prepare and implement the reform. Key theoretical concepts discussed herein are different models of democracy, dialogue and trust. Our empirical data consists of 17 interviews with the leaders of change. Political parties have been accused of being controlled by an elite or caste that has looked more for their own interests than for general interests. A new way of doing politics and new parties has appeared whose stated objective has been to return the voice to the militancy, assuming that it had been kidnapped by the inbreeding elites of the parties. In 1999, Vaira Vikṃe-Freiberga became the first woman president elected in Latvia, as well as the first female executive to assume that office in the post-communist Central and East European region. She was elected by the democratic unicameral legislature and completed two terms in office. The Selection and Deselection of Technocratic Ministers in Democratic Spain

This chapter analyses the presence of non-political ministers in the Spanish cabinet in the democratic period since 1977, where one out of five ministers did not belong to the ruling party at the time of her appointment and one out of three can be considered as a non-political minister. By observing the selection and deselection of these individuals, it shows the cabinet dynamic behind the ministerial appointments and the differences between the more political type of ministers and those coming from outside political pathways. Decisions on priority setting and rationing in health care have both informational and distributional aspects, which is why they require expert knowledge and specialised bodies on the one hand and democratic consent on the other hand. The paper presents normative criteria for the evaluation and empirical categories for the description and comparison of respective bodies. As procedural decisions always have implications for resulting distributional decisions, the bodies charged with priority setting and rationing decisions must be subject to democratic institutional design.
