Post‐Soviet Reform in Latvia: Early Progress and Future Prospects

After the rapid and dramatic demise of the Soviet Union in 1991, 15 newly autonomous republics are restructuring their economies after decades of central Communist planning. The three Baltic states of Latvia, Lithuania and Estonia had successful market‐oriented economies during more than two decades of independence between World Wars I and II and were comparatively strong performers within the USSR after being occupied in 1940. Early Childhood Education and Care provision has been expanded in the People’s Republic of China over the last decades. For this expansion to harmonize with young children’s rights, special measures should ensure that the system of provision guarantees the participation and inclusion of the most vulnerable citizens. With this as a focus, this article reviews and discusses the state of Early Childhood Education and Care provision for young children of Tibetan ethnicity in People’s Republic of China. The available literature and ongoing measures and plans are explored around this topic in order to identify the main issues.

International audience; This article sets out to present the French higher education system as it exists at present, pinpointing the main causes of the malfunctioning or inefficiency now unanimously attributed to it by students, employers, governments and even teachers. The trends and reforms of the last 15 years or so already bear witness to a fundamental adaptation of the system to new guiding concerns. Yet this development is slow and uneven, being kept in check by certain institutions, themselves so well-established as to be taken for granted. We shall attempt here to identify them.
