In analysing the relationship between architecture and urban planning, this paper starts from Leonardo Benevolo’s declaration (in 1963) that defines the latter as “a part of politics required to concretize each operational program”. So, while waiting for the long expected reform, urban planning – once as well as today – needs a complete overhaul to get a better understanding of its role and relationship with politics. The other reference is to one of the founders of this field of research, Patrick Geddes, and his definition of “civic science” (1915). Tās darbību un kompetenci nosaka Eiropas Cilvēktiesību un pamatbrīvību aizsardzības konvencija, kura paredz, ka Eiropas Cilvēktiesību tiesas spriedumi ir saistoši Eiropas Padomes dalībvalstīm. Eiropas Padomes dalībvalstis, ratificējot Eiropas Cilvēktiesību un pamatbrīvību aizsardzības konvenciju, pakļauj savus normatīvos aktus un administratīvo praksi Eiropas Cilvēktiesību tiesas uzraudzībai. I rapporti fra il pubblico ed il privato si stanno progressivamente modificando. La coscienza del partecipare alla cosa pubblica si evolve ed assume nuove forme di manifestazione. Fra esse un ruolo centrale gioca la partecipazione dei cittadini cd “attivi” che, sia singolarmente che in forma associata, assumono volontariamente la cura di beni che hanno rilevanza collettiva, e quindi beni “comuni”, che spetterebbe al potere pubblico tutelare.
