2021

The European Commission has recently identified cultural heritage as one of the focus areas for EU cultural diplomacy. The article explores EU cultural diplomacy that deals with cultural heritage and discusses the concept of heritage diplomacy based on a discourse analysis of interviews with EU officials and heritage practitioners working at sites awarded the European Heritage Label. How do EU officials and heritage practitioners understand the role of cultural heritage for cultural diplomacy and what kinds of discourses do they use in talking about it? Border diplomacy and state-building in north-western Ethiopia,c. 1965–1977

2017

In the first half of the twentieth century, the north-western lowlands of imperial Ethiopia were the typical interstitial frontier of the Ethiopian–Sudanese borderlands. Starting in the early 1960s, a cash crop revolution paved the way to the transformation of the Mazega into a settlement frontier and the emergence of a dispute with Sudan for demarcation of the international border. This article explores the entanglement between the political economy of frontier governance and border diplomacy in the contested area. It highlights how the management of the border dispute was deeply affected by the contradictory interests of the various layers of government and “twilight” entities that projec…

The inclusion of non-western artistic traditions in cultural policy:Contrasting social justice and public diplomacy approaches

2017

On both sides of the Atlantic, the dissemination of non-Western artistic traditions among the general public has been hampered by the prevalence of Eurocentric aesthetic standards in cultural institutions and organizations. In recent years, however, some states have taken steps in order to increase the exposure of immigrant-origin artists in a variety of disciplines, including theatre, music, dance, literature, cinema and visual arts. This article offers a systematic comparison of two such initiatives that have been developed at the national level: the Equity Office of the Canada Council for the Arts and Spain’s network of cultural ‘Houses’ (Red de Casas). While the former was assigned a so…

EU heritage diplomacy : entangled external and internal cultural relations

2022

Cultural heritage is an expanding yet contested area of EU policymaking, which has recently been identified as an instrument for EU international cultural relations. In this article, drawing from critical heritage studies and recent scholarship on heritage diplomacy, we see external and internal cultural relations as blurred and deeply entangled in EU heritage policies. Empirically, we focus on the European Heritage Label (EHL), a central EU heritage policy instrument. We explore how heritage practitioners at selected EHL sites and EU heritage policymakers understand and give meanings to international cultural relations and explain the role of cultural heritage in diplomatic endeavours. Our…

Cross-border Cultural Cooperation as the Principle Paradiplomacy Form: Evidence from the Czech-Polish Borderland

2021

Microprojects are an important part of Interreg programmes. This article presents areas of cooperation and categories of actors who have been active in submitting and implementing these microprojects in the Czech-Polish borderland. It identifies 11 thematic areas of microprojects, which mainly support people-to-people projects in the field of culture. The most active microproject actors are local govern-ments, while the participation of non-public sector actors has generally rather stagnated since 2004. Cross-border cooperation, based on the use of microproject schemes, is a decisive part of the paradip-lomacy of small and medium-sized municipalities in the Czech-Polish borderland. The rol…

Une introduction à l'économie des faux diplomes

2008

International audience; This paper critiques the multifarious ways whereby academic qualifications may be falsified in the international marketplace. The objectives are fourfold : (1) defining the main terms used such as fake degrees and diploma mills ; (2) providing a brief history of fake degrees and identifying the factors that explain their recent development ; (3) developing a theoretical framework to analyze fake degrees ; and (4) exploring the costs and benefits of this activity and its net impact on a given society. Degrees serve instrumental and ceremonial purposes. It is argued that degree holders may be considered as members of a club. They confer to their holders excludable but …
