The Third Competition for Ernesto Basile’s Palace of Justice. Analysis, Conjectural Reconstruction and Photo Insertions

The competition for the Palazzo di Giustizia in Rome takes place in four phases that develop between 1884 and 1887. The project of the third competition (1886-1887), drawn up by Ernesto Basile (Palermo 1857-1932), reveals a great maturity design that transforms the complex functional program into a rigorous neo-Renaissance style building. The jury recognizes the quality of the project and selects it for the final phase by invitation (1887) together with that one of Guglielmo Calderini, who will be the winner. In-situ NDT testing procedure as an integral part of failure analysis of historical masonry arch bridges

Abstract A nineteenth-century masonry arch bridge was analyzed as an illustrative example to explain the role of in-situ test campaigns in failure analysis and retrofit design. Test results were studied to find out the advantages of each technique, with the aim of proposing an optimized in-situ testing procedure. Standard static penetrometer, flat jack, thermographic and georadar in-situ tests were conducted. Traffic effects were analyzed by means of vibrational tests. The paper analyses open dialogicity in psychotherapy and juxtaposes it with education in order to find common dialogical elements in all relational practices. International experiences in whole of government financial reporting: lesson-drawing for Spain

This article focuses on whole of government accounts from a comparative perspective and identifies key lessons for Spain and other European countries with a continental accounting system. The authors examine the issues involved in whole of government financial reporting in New Zealand, Australia, the UK and North America. They conclude that whole public sector consolidated accounts are not currently feasible in Spain and that consolidation should start at each level of government.
