A DYNAMIC PERFORMANCE MANAGEMENT APPROACH TO ASSESS HOW DECENTRALISATION POLICIES MAY REDUCE ENVIRONMENTAL POLLUTION FROM MINES IN ZAMBIA
The economics of pollution in general and pollution control in particular is a relatively new branch of economic science. This has brought about economic and social interest due to the fact that most of the pollution is caused by economic activity such as mining. Pollution from mining has become a world-wide problem. While environmental problems vary in detail, it is a fact that mining emits damaging pollutants, a reason this study was undertaken. As a result of this, threats to the environment and human health continue to escalate. This research aimed at investigating how a Dynamic Performance Management approach, through System Dynamics, may support policy-makers and public managers in im…
Enhancing repopulation in a decaying historical neighborhood through collaborative networking: A Dynamic Performance Governance approach
2022
Historic centers, as the internationally recognized heritage of the cities, and among the most valuable assets in urban Italy, have been underutilized, devitalized, and wasted (Pellegrini & Micelli, 2019). In fact, urban degradation has been pervasive and remaining also in other industrialized countries (Serrano et al., 2016). Many historic centers have been affected by urban deterioration and depopulation for the past two centuries (Pough & Wan, 2007), and the problem persists today. This research underlines the importance of employing a collaborative governance perspective in designing policies, in terms of not only fostering effective local governments' agendas but also promote active ci…

Enhancing Social Housing Governance in Vietnam through Dynamic Performance Management – Towards sustainable social housing
2020
This thesis aims to show how to enhance social housing governance through system dynamics and dynamic performance management. Particularly it analyzes the Vietnam housing sector and also social housing governance to identify possible political leverage upon which to intervene in order to improve the performance of the whole system. During the last decades, social housing emerged as a critical problem for both national and local governments. A main driver of social housing has been recognized in the increasing population size, as well as the in the urbanization of big cities, the growing number of nuclear families, affordability and land management and urban planning. The management of socia…
Using System Dynamics to Enhance Performance Management in Local Government: An Application to Residential Refuse Collection
2012
While some scholars have suggested that the forces of New Public Management are now in decline (Hughes, 2003), a clear success story of this reform is the use of performance measurement in the public sector for tracking the outputs and outcomes of service delivery. In fact, research has demonstrated that well-managed performance measurement systems are critical for accurately and systematically demonstrating operational accountability in governmental organizations (Rivenbark, 2007). However, we must be cautious in how we think about the use of performance measurement systems because of their two distinct parts as described by de Lancer Jules and Holzer (2001). The first part involves adopti…
Prevention and Mitigation of Rural Higher Education Dropout in Colombia: A Dynamic Performance Management Approach.
2023
Background: Dropout in higher education is a socio-educational phenomenon that has the scope to limit the benefits of education as well as to widen social disparities. For this reason, governments have implemented various public policies for its prevention and mitigation. However, in rural populations, such policies have proven to be ineffective. The aim of this paper is to simulate public policy scenarios for the treatment of school dropout in rural higher education in Colombia from a Dynamic Performance Management approach. Methodology: To achieve the aim, a parameterised simulation model was designed with data from Colombian state entities in rural higher education. Five simulations were…
Why do Traditional Performance Management Systems in Healthcare not always lead to Improved Performance? Outlining the Unintended Consequences of the…
2021
Researchers all around the globe have not yet come to an end as regards the supposed positive impact of traditional performance management systems in healthcare, and some research has shown that, paradoxically, performance management policies do not always lead to improved hospital performance. Despite the extensive research identifying the “pitfalls” of the NPM reforms around Europe and the unintended consequences for hospital staff and patients, little is known about the mechanisms that caused those negative effects, which essentially creates a research gap worth investigating. This PhD study tries to address this gap and show why do traditional PM Systems in healthcare not always lead to…
Tackling wicked issues in performance management and governance of health prevention: an empirical analysis of vaccination strategies in Italy
Performance management (PM) in the public sector is a research stream that grasped much of the attention of public administration and management scholars in the last decade (Bouckaert & Halligan, 2007; Hall, 2017; Douglas & Ansell, 2020). This is mainly related to the ever-evolving context in which PM regimes apply. Our society and its current challenges are indeed growing in complexity so that these last have been defined by modern literature as “wicked” (Rittel & Weber, 1973; Head & Alford, 2015). Wicked does not mean “evil” but it refers to the impossibility to share an understanding of societal problems and their definition. According to Head & Alford (2015),“wickedn…
Analyzing Business Dynamics of Ride-Hailing Services: A DPM Approach Applied to Uber Inc.
2018
Purpose – The purpose of this paper is to explore business dynamics of a rising ride-hailing service industry through case study and foster understanding of hypothetical feedback effects within the broader system. Design/methodology/approach – The research adopts the dynamic performance management framework with simulation-based methodology for developing a dynamic case interpretation of specific type of business complexity. Findings – Scenario analysis shows that changes in the commission percentage for drivers, and cutting prices for customers (car hailers) by competitors have significant impacts on the car hailing industry. Research limitations – The findings of our analysis are limited …
Looking at the impact of collaborative policies on intangibles and outcomes through dynamic performance governance
2023
The Etorkizuna Eraikiz (EE) case study provides thought-provoking insights on the role of intangibles as driving forces for a collaborative network governance primarily lead by the civil society. Among such factors are: 1) social cohesion around core values rooted in cultural traditions (e.g. language and gastronomy); 2) natural and historical assets; 3) human and social capital; and 4) policy innovation. All of them are at the same time framed in an ideal continuity with history, and consistently transposed into the future (Bianchi et al., 2019, p. 104). The fast and intensive growth in both the collaborative network and the achieved outcomes experienced since the inception of the EE ‘mode…
