Developing an Analytical Framework for Analyzing and Comparing National E-Government Strategies
2020
Part 1: E-Government Foundations; International audience; Across the world, e-government strategies are developed for the effective digitalization of the public sector. They offer governments a framework for dealing with challenges such as technical and legal interoperability and collaboration between public and private sector stakeholders, and for promoting a future vision for a digital public sector. Since e-government strategies are policy document and, thus, likely to convey biased perspectives, analyses of these strategies can yield insights into these biases and different perspectives on public sector digitalization. Until now, there has been no widely recognized framework for systema…
The Role of Contextual Factors in the Influence of ICT on Street-Level Discretion
2017
Public service workers in the frontline have traditionally enjoyed a wide freedom to make decisions during policy implementation. Research shows that technology has both constraining and enabling effects on public service workers affecting their ability to exercise discretion. What remains unclear is under which circumstances discretion is influenced by technology. Using a case study approach and drawing on neo-institutional theory, this paper studies a court to identify contextual factors affecting the phenomenon. Findings show that technology has no unilateral effect on street-level discretion, and is found moderated by contextual factors such as the degree of social complexity in a case,…

E-Government's Role in Shifting the Paradigm of Performance in the Public Sector
2015
The emergence of e-government changed the world of the Public Administration (PA) and the discipline of Public Management dramatically. Through the presentation of a case- study of the municipality of Palermo, this article attempts to discuss the renewed need for assessing performance of e-government services in a local government and to disclose the main critical issues in accomplishing this evaluation. Palermo is experiencing the implementation of a second- generation e-government project that is embodied in the realization of a web portal. The conceptualization of a framework to assess the performance of the digital services appears to be crucial in order to improve the system and to avo…
Moving Towards E-Government in a Developing Society
2008
The use of information communication technologies (ICT) in governance is growing rapidly in many parts of the world. Developing countries in Africa are also making efforts to harness the new technology. In this chapter, we review the problems, progress, and prospects of e-government in Nigeria, a sub-Saharan African (SSA) country. Governments in the developing countries of SSA can benefit from e-government initiatives, as do their counterparts in advanced nations, when the concept of e-governments in SSA is understood, and concerted efforts are committed towards institutionalizing it in the region. This chapter provided useful insights in this regard. We discussed the contribution of the ch…

Towards E-Government in a Sub-Saharan African Country
2006
ABSTRACT The use of information communication technologies (ICT) in governance is growing rapidly in many parts of the world. Developing countries in Africa are also making efforts to harness the new technology. The main problems facing the emergence of e-government in Nigeria have their roots in socioeconomic inadequacies that have plagued several countries in the SSA region. Some of the problems discussed include poor organizational skills, attitudinal problems, inadequate infrastructural support, and poor or unavailable human capital resourc…

The use of e-government services and the Internet: The role of socio-demographic, economic and geographical predictors
2013
This article explores the use of e-government services from the perspective of digital divides. First, it aims to find out which socio-demographic, economic and geographical factors predict the use of e-government services. Second, the article aims to show whether these factors moderate the way in which the time spent on the Internet is associated with the use of e-government services. The article is based on survey data (N=612) collected in Finland in May–June 2011 and is analysed by using a logistic regression modelling. Results show that gender and income moderate the link between the Internet and e-government service use. The more that women use the Internet, the more they use the gover…
Business architecture development at public administration - Insights from government EA method engineering project in Finland
2008
Governments worldwide are concerned for efficient production of services to customers. To improve quality of services and to make service production more efficient, information and communication technology (ICT) is largely exploited in public administration (PA). Succeeding in this exploitation calls for large-scale planning which embraces issues from strategic to technological level. In this planning the notion of enterprise architecture (EA) is commonly applied. One of the sub-architectures of EA is business architecture (BA). BA planning is challenging in PA due to a large number of stakeholders, a wide set of customers, and solid and hierarchical structures of organizations. To support …
