PurposeWhile institutional theory is used widely in the information system (IS) literature to study implementation of systems, the actual process of institutionalization has received less attention. In a society well on its way through a digital revolution, a number of new challenges are encountered, and when participating in electronic business, small- and medium-sized enterprises (SMEs) face specific challenges and issues. In this chapter an analysis of those challenges covering electronic procurement within public and private sectors (B2G, B2B) is provided, including a case study from electronic invoicing. Since 2014, the European Union has supported the creation of cross-border communication networks based on an AS4 eDelivery solution through the Connecting Europe Facility. This article describes the current status of the uptake of the AS4 message exchange protocol in accordance with both the European infrastructure CEF eDelivery and the European regulation n°910/2014 on electronic identification and trust services for electronic transactions in the internal market. Migration process of the PEPPOL network from the AS2 to the AS4 protocol according to the European guidelines

The PEPPOL network (PAN-European Public Procurement Online) is migrating from the AS2 to the AS4 protocol according to the guidelines established by the eDelivery platform of the CEF program (Connecting Europe Facility) of the European Commission. This article describes the bases of this migration process, the current status and the next necessary actions for the year 2020. The main objective is to present the analysis of results on the evolution and impact of the adoption of the AS4 protocol by the PEPPOL Access Points in all Europe until 2019.
