Protecting humans from disasters has been an active mission of governments and experts through the definition of disaster management plans. Defining disaster response strategies is crucial in order to reduce the number of victims and the economic impact. In order to select which response plan is best suited to a specific disaster situation, these plans must be evaluated. However, such evaluation is limited by the high cost of exercises and the specificity of existing simulation models. The control system will be implemented by means of expert systems based on rule nets, which are a formalism that seeks to express an automatism in a similar way to as would make it a human being: "IF antecedents THEN consequent". Abstract This paper investigates how the strength and intrinsic characteristics of firms’ knowledge bases and processing routines have evolved with the past inflow of employees. The empirical analysis is based on linked public register and innovation survey data for Norway. It finds that recruitment from universities, research institutes and higher education institutions has increased the capacity of firms to generate technical inventions. Migration researchers from East-Central Europe most often focus on the impact of ‘brain drain’ which is characterised by the loss of human capital from emigration.
