Policy makers in regional development often relate their policies to frameworks proposed by researchers in the field. Of these frameworks, the regional innovation system (RIS) has been one of the most influential. This chapter focuses on the difficulties that arise when policy makers try to enact the RIS and other related frameworks and proposes action research—and, more specifically, a co-generative approach—to help face these challenges. In this paper, we present a new open-source software library, Gl-learning, for grammatical inference. The rise of new application scenarios in recent years has required optimized methods to address knowledge extraction from huge amounts of data and to model highly complex systems. Our library implements the main state-of-the-art algorithms in the grammatical inference field (RPNI, EDSM, L*), redesigned through the OpenMP library for a parallel execution that drastically decreases execution times. A representation scheme of knowledge at both the geometric and conceptual levels is offered which extends a generative theory of visual perception. According to this theory, the perception process proceeds through different scene representations at various levels of abstraction. The geometric domain is modeled following the CSG (constructive solid geometry) approach, taking advantage of the geometric modelling scheme proposed by A. Pentland, based on superquadrics as representation primitives. Building collective capabilities through ICT in a mountain region of Nepal: where social capital leads to collective action

In this paper, we explore how ICT can lead to development specifically human development in Sen's capability approach. In answering to the critique that Sen views capabilities as the individual, we incorporate the societal level by adding collective capabilities. We propose that ICT helps to create or enhance SC of communities which in turn can lead to development by building collective capabilities through collective action. To illustrate, we conducted a qualitative case study of an ICT initiative in a remote mountain region of Nepal.
