This article examines the discrepancy between the ideology of inclusive education and the national education policy in the Finnish comprehensive school education. The study covers twenty years and is based on observations that indicate that the change in comprehensive school education, grounded in inclusive education ideals, has been slow. This has been the case, even though Finnish education policy has, on principle, committed to many international statements that promote inclusion ideology. Finnish reform of the funding and provision of special education : the views of principals and municipal education administrators

This study examines the current state of special education provision and resources in Finland after the extensive reform of the government transfer system and Basic Education Act implemented in 2010–2011. Data were collected from a survey of compulsory school principals and from interviews with the highest-ranking officials in municipal education administration. The results show that participants viewed the Basic Education Act as having a more significant impact on the provision of special education than the reform of the government transfer system. Partly due to the reforms, local authorities have targeted the resources of special education differently and used resources more effectively. …

The Finnish educational system is well known for its excellent learning results, highly trained teachers and egalitarian values. However, when the political leanings of the government change, its policies are usually altered as well. In this policy report we give an account of the recent changes and current trends in Finnish education policy. We analyse the characteristics of the Sipilä Government’s current education policy since 2015 and compare it to the Nordic welfare-state ideals of universalism, equality and social justice which have traditionally been the key building blocks of the Finnish education system. Predominant transnational trends are recognized but they tend to reach Finland with a delay and manifest themselves somewhat differently from the mainstream. Traditionally, language has had three functions in higher education. It has been seen as a medium of teaching; as a means of archiving knowledge in different text depositories like books and libraries; and as an object of theoretical study (Brumfit 2004, 164).
