New high-pressure phase and equation of state of Ce2Zr2O8
2012
In this paper we report a new high-pressure rhombohedral phase of Ce2Zr2O8 observed from high-pressure angle-dispersive x-ray diffraction and Raman spectroscopy studies up to nearly 12 GPa. The ambient-pressure cubic phase of Ce2Zr2O8 transforms to a rhombohedral structure beyond 5 GPa with a feeble distortion in the lattice. Pressure evolution of unit-cell volume showed a change in compressibility above 5 GPa. The unit-cell parameters of the high-pressure rhombohedral phase at 12.1 GPa are ah = 14.6791(3) {\AA}, ch = 17.9421(5) {\AA}, V = 3348.1(1) {\AA}3. The structure relation between the parent cubic (P2_13) and rhombohedral (P3_2) phases were obtained by group-subgroup relations. All t…
Power Line Communication in Medium Voltage Systems: Characterization of MV Cables
2008
The aim of this paper is to illustrate the development of a theoretical and experimental study on the characterization of medium voltage (MV) cables in the frequency range 25-200 kHz. Two transmission line configurations, line-ground and line-line, were considered in order to evaluate the main parameters, such as the characteristic impedance and the attenuation constant alpha. A simplified model of the line-ground configuration is proposed which allows one to evaluate the characteristic impedance and the attenuation constant by means of geometrical dimensions. The model was verified by experimental measurements on commonly used MV cables, RG7H1R, with an aluminium core of different sections…

PRIORITY MANAGEMENT – A DIRECTION TOWARDS COMPETITIVENESS
2010
In a time when the most of us have to cope with globalization, the key for surpassing the negative effects produced by it, resides in choosing the right strategy. This necessary involves a performance management. Through this paper we propose priority management as an efficient way of thinking about gaining the vital competitive advantage.
Returns To Education During And After The Economic Crisis: Evidence From Latvia 2006–2012
2017
We employ EU-SILC micro data for Latvia to study how returns to education changed during the economic crisis of 2008–2009 and afterwards. We found that returns to education increased significantly during the crisis and decreased slightly during the subsequent economic recovery. The counter-cyclical effect was evident in nearly all population groups. After the crisis, education became more associated than before with a longer working week and a higher employment probability. Furthermore, we show that returns to education in Latvia are generally higher in the capital city and its suburbs than outside the capital city region, as well as for citizens of Latvia than for resident non-citizens and…
Fuzzy logic-decision-making system dedicated to evaluation of logistics project effectiveness
2016
Background: Project effectiveness is synonymous with project success. It is measured or assessed in terms of the degree to which project objectives are achieved. This paper presents an approach to evaluating the effectiveness of logistics projects. The starting point is the analysis of the current state of knowledge in the area of assessing project effectiveness, including logistics projects. The purpose of the study was to identify the critical factors determining the success of logistics projects and develop a model of logistics project effectiveness. Methods: The paper is based on the available recent scientific-theoretical research and publications and on practical studies in 25 enterpr…

STUDY REGARDING THE EFFICIENCY OF PUBLIC SPENDING ON EDUCATION AT EU LEVEL THROUGH BENCHMARKING
2010
The objective of this paper is to review the efficiency of public expenditure for education in Romania compared to other EU countries, and to the EU average. Thus we proceeded to a benchmarking analysis. In order to perform an analysis of public spending efficiency for education by benchmarking at the EU level, representative indicators must be chosen in order to quantify the volume of efforts and effects. The effort of education was represented by public expenditure on education as percentage of GDP, and the effects took the form of a composite indicator consisting of 19 sub-indicators. If the public sector effort was relatively easy to quantify, the effects involve a deeper analysis and d…

Explaining local governments' cost efficiency: Controllable and uncontrollable factors
2020
Abstract Efficient and effective management of public resources is essential at all levels of government. This issue has gained momentum due to the strains that affected public sector finances after the onset of the 2007/08 crisis in many countries, particularly in Europe. In this article, we evaluate the influence of environmental variables that affect local government efficiency in one European country, Spain, during the crisis years (2009–2015). To this end, and considering the possible influence of both controllable and uncontrollable factors, we use an approach that is able to analyse their impact across the conditional distribution of performance, and which controls for the (likely) e…
