Purpose The purpose of this paper is to analyse the effectiveness of a quality improvement method in driving innovation in the public sector. The study expands on the concept of innovation and analyses the types and usefulness of the innovations observed. Design/methodology/approach The study utilizes an action research approach. Robust digital optimal control on IBM quantum computers

The ability of pulse-shaping devices to generate accurately quantum optimal control is a strong limitation to the development of quantum technologies. We propose and demonstrate a systematic procedure to design robust digital control processes adapted to such experimental constraints. We show to what extent this digital pulse can be obtained from its continuous-time counterpart. A remarkable efficiency can be achieved even for a limited number of pulse parameters. We experimentally implement the protocols on IBM quantum computers for a single qubit, obtaining an optimal robust transfer in a time T = 382 ns.

Abstract The titanate and Eu 3+ luminescence of a composition La 2 TiO 5 -Eu are reported as a function of temperature. At 4.2 K the quantum efficiency is very high, because the titanate excitation energy is localized. At 300 K there is delocalization and quenching centres are easily reached, so that the quantum efficiency becomes low. This is discussed in terms of the crystal structure, as are the peculiarities of the Eu 3+ spectra.

The translational efficiency and stability of synthetic mRNA in both cultured cells and whole animals can be improved by incorporation of modified cap structures at the 5'-end. mRNAs are synthesized in vitro by a phage RNA polymerase transcribing a plasmid containing the mRNA sequence in the presence of all four NTPs plus a cap dinucleotide. Abstract A full-energy-peak efficiency (FEPE) calibration procedure for gamma-ray spectrometric analysis of air particulate samples collected on large filters is described herein. The experimental results are obtained for an unconventional measurement geometry, termed a “packet-sample”. The sample is obtained from a large cellulose filter (45 cm×45 cm) used to collect air particulate samples that is resized to dimensions suitable for spectrometric measurements (6 cm×6 cm×0.7 cm). Standard wafer solar cells are made of near-semiconductor quality silicon. This high quality material makes up a significant part of the total costs of a solar module. Therefore, new concepts with less expensive so called solar grade silicon directly based on physiochemically upgraded metallurgical grade silicon are investigated. Metallurgical grade silicon contains large amounts of impurities, mainly transition metals like Fe, Cr, Mn, and Co, which degrade the minority carrier lifetime and thus the solar cell efficiency.
