Bases para el análisis económico de los sistemas de compliance penal

2019

Compliance programs and systems of criminal or administrative liability are being increasingly adopted by different countries as measures meant to reduce the social cost of white collar criminality. However, the legal application of these measures does not always ponder correctly the impacts on common good, the levels of economic activity and the adequate functioning of markets of goods and services. Eventually, this situation can lead to undesired effects, such as the inefficiency of the criminal system, the reduction of economic activity or the arising of obstacles to competition. By taking these circumstances into account, in this paper we will utilize the Economic Analysis of Law to ana…

An optimized system dynamics approach for a hotel chain management

2009

The proposed model consists of an integrated system dynamics-data envelopment analysis approach to value, in a dynamic framework, the effects over time of the policies implemented according to the relative efficiency analysis. Rooms’ price and competing facilities (the hedonics) are the decision variables to move in order to push the hotels towards a higher relative efficiency at the end of the observation periods. In fact, in competitive markets as tourism, hotels compete for money offering differentiated quality. Moreover, according to the microeconomic theory, a producer of differentiated goods is not a price taker but a price maker. Therefore, we assume that the decision maker of the ho…

Sustainable tourist development in Italian holiday destinations

2008

This paper argues that tourism, will become a major activity in a modern welfare state, which will have serious consequences for environmental sustainability. This issue calls for an assessment of the pros and cons of the ecological efficiency of tourism. We propose an overall efficiency indicator that comprises both a sustainable tourism index and an economic efficiency index. Based on a data set for Italian provinces and using Activity Analysis, a quantitative assessment of the relative position of Italian tourist destination areas is made from the perspective of sustainable tourism. Geovisualizing the sail-to-steam transition through vessel movement data

2017

International audience; Technological transitions in the maritime and port industries go along with increased transport and economic efficiency, resulting in faster movements and longer travelled distances. Yet, such transformations may also enhance disparities between winners and loosers, should they be ports or shipping companies. This research focuses on the particular case of the transition from sail to steam over the period 1890-1925, which witnesses the rapid replacement of sailing vessels, the latter concentrating 65% of the world fleet in 1890 but only 3.5% in 1925. It applies a variety of measures to compare how these two layers overlap in the network (at links and ports) and what …

Inefficiency in the French System of Higher Education

1982

International audience; This article sets out to present the French higher education system as it exists at present, pinpointing the main causes of the malfunctioning or inefficiency now unanimously attributed to it by students, employers, governments and even teachers. The trends and reforms of the last 15 years or so already bear witness to a fundamental adaptation of the system to new guiding concerns. Yet this development is slow and uneven, being kept in check by certain institutions, themselves so well-established as to be taken for granted. We shall attempt here to identify them.

The Analysis of the Relationship between the Level of the Public Expenditure for Investments and de Degree of Development of the Society in Romania

2013

Abstract Public expenditure for development have a decisive role in Romania in the economic recovery of the country, in a first step, but at the same time taking into account the EU's objectives. Romania during 2000-2010 had the largest public investment expenditures across European countries as a share of GDP, and in 2011 was ranked second after Poland. But while the share of GDP allocated to public investment in Romania is above the average of EU countries, in the economy these expenditures have been seen too little. Looking at Lisbon Index score, which tracks the performance of member countries to achieve the objectives of the current Lisbon strategy, one can notice that Romania is on th…

Educational systems efficiency in European Union countries

2011

Abstract We use the PISA 2006 results to analyse students’ proficiency in EU countries with regard to two indexes that represent the home background, viz the educational resources available at home and the family background of students. However, many factors affect proficiency and therefore, using a DEA-bootstrap, we intend to measure the efficiency of the European educational systems as capability to ensure high students’ competencies despite adverse conditions about the educational resources available at home and the family background. Results show an unexpected differentiation among EU countries. In particular, the most developed countries often show disappointing students’ proficiency d…

Life cycle assessment of low temperature asphalt mixtures for road pavement surfaces: A comparative analysis

2018

The increasing fuel consumption demand, the accelerated pressure imposed by the depletion of 5 scarce raw materials and the urgent environmental protection requirements are forcing the change of 6 pavement industry and academia community’s research endeavors towards the development of low 7 emissions road paving technologies able to significantly reduce mixing and compaction temperature as 8 well as the consumption of virgin raw materials. One set of relatively recent technologies in the field of 9 pavement materials that aims at addressing those concerns are the warm mix asphalt (WMA). In fact, 10 they have the potential to allow the reduction of energy consumption and airborne emissions d…

The welfare cost of unpriced heterogeneity in insurance markets

2016

We consider the welfare loss of unpriced heterogeneity in insurance markets, which results when private information or regulatory constraints prevent insurance companies to set premiums reflecting expected costs. We propose a methodology which uses survey data to measure this welfare loss. After identifying some “types” which determine expected risk and insurance demand, we derive the key factors defining the demand and cost functions in each market induced by these unobservable types. These are used to quantify the efficiency costs of unpriced heterogeneity. We apply our methods to the US Long-Term Care and Medigap insurance markets, where we find that unpriced heterogeneity causes substan…
