Polish local democracy in crisis? Non-competitive elections and the supply of candidates for councillors
2022
Competitive elections are the basis of democracy; without them there is no freedom of choice. Elections without competition are associated with the façade nature of elections in undemocratic systems. There are, however, exceptions to the belief that in a democratic system every election must be competitive. We can also observe them in Poland, particularly in small communes with up to 20,000 inhabitants. They take two forms: non-competitive elections of commune leaders and councillors. The latter case is known in the literature under the legal term of filling seats without voting. In 2018, as many as 8% of Polish councillors obtained their mandate without votes. In 2018 compared to 2014, the…

Parlamentaarinen demokratia on vastakkainen ajattelumalli omalle ehdokkaalle taputtamiselle, josta on sosiaalisen median aikana tullut virtuaalista ”tykkäämistä”. Parlamentaarinen politiikka pitää sisällään vapautta, joka voi parhaimmillaan voimaannuttaa ja vahvistaa riippumattomuutta erilaisista sidonnaisuuksista. nonPeerReviewed

This paper seeks to define these terms and the methods by which the phenomena they commonly designate might be studied, in order to characterise the dynamics of political deliberation during the 2017 French Presidential Elections on Twitter, the online platform most commonly used for political communication in France. It thus aims to better understand the mechanisms by which information b…

Władze Rzeczypospolitej Polskiej na uchodźstwie wobec sytuacji w Polsce w latach 1947–1949
2018
The authorities of the Republic of Poland in exile tried to follow and analyse the situation in Poland after World War 2. The developments in the years 1947–1949 which aroused particular interest among emigrants were the elections to the Legislative Sejm, the issue of the Oder-Neisse borderline and the sovietisation of Poland. These topics were raised by the president in his speeches, by the government during its meetings and by the National Council of Poland during its sessions. The authorities in exile did not manage, however, to exert influence upon the situation in Poland. Because of the political isolation of the government of the Republic of Poland in exile, emigrants could merely sta…
