An Assessment of Carousel Value-Added Tax Fraud in The European Carbon Market

AbstractThe literature on the European Union Emission Trading System (EU ETS) is by now very rich. Much is known about the efficiency, the effectiveness, and the environmental and distributional impacts of the EU ETS. Less, however, is known about the carousel value-added-tax (VAT) fraud phenomena in the European carbon market. This article evaluates the welfare effects of carousel VAT fraud in the EU ETS using a computable general equilibrium (CGE) analysis. According to our findings, if VAT fraud occurs in the EU ETS, the effects on welfare for the EU Member States are negative, with welfare loss significantly higher than the VAT fraud value. Automotive on-board diagnostic (OBD) systems are designed to keep critical components under control during vehicle functioning, and to alert the driver in case of severe malfunctions. OBD systems aimed at reducing polluting emissions are mandatory on new motor vehicles. Some research projects conducted in cooperation between universities and the automotive industry have been quite successful in terms of knowledge advancement and industrial gain. - This study aims to assess the prevalence of different modes of commuting to school and work for 10-12year-olds and their parents; to assess the associations with demographic variables (country, sex, parental education and ethnicity) and with weight status in eight European countries. Household carbon footprints in the Baltic States: A global multi-regional input–output analysis from 1995 to 2011

The paper analyzes consumption related household CO2 equivalent (CO2e) emissions for the three Baltic States – Estonia, Latvia and Lithuania from 1995 to 2011. The analysis is based on a multi-regional input–output model, which allows us to estimate life-cycle emissions for all major household consumption items. Results demonstrate that household carbon footprints in all the Baltic States significantly increased by 47% in Estonia, 20% in Latvia and 52% in Lithuania during the study period. In 2011 in Estonia expenditures for housing and utility contributed the highest per capita life-cycle emissions – 43%. 9 pages; International audience; The carbon isotopic composition (delta13C) of plants can reveal the isotopic carbon content of the atmosphere in which they develop. The delta13C values of air and plants depend on the amount of atmospheric fossil fuel CO2, which is chiefly emitted in urban areas. A new indicator of CO2 pollution is tested using the delta13C variation in a C4 grass: Eleusine indica. A range of about 4 per thousand delta units was observed at different sites in Cotonou, the largest city in the Republic of Benin. ABSTRACT The objective of this study was to investigate how changes in soil pH affect the N 2 O and N 2 emissions, denitrification activity, and size of a denitrifier community.
