A moral economy of patents: case of Finnish research universities' patent policies

2013

The primary objective of this paper is to demonstrate the usefulness of the concept of moral economy for higher education studies through a study of Finnish research universities' patent policies. Patent policies not only stimulate the commercialization of research, they also set norms for behavior and aim to clarify how to distribute rights and responsibilities during the commercialization of research results. My main research finding is that even though institutionalized university patenting is a very recent phenomenon in Finland, policies regulating it have significant similarities to the US case. The new face of university–business cooperation in Finland

This paper analyses the development of university-business cooperation (UBC) in Finland in the context of the University Reform Act of 2009, drawing on the experience of four universities: Aalto University, University of Jyvaskyla, University of Turku, and Lappeenranta University of Technology. Six UBC dimensions are examined: institutional context, stakeholders, motivations, facilitators/inhibitors, benefits, and drawbacks. We find that UBC, while a relatively recent process, is growing fast in dynamic local innovation and entrepreneurship ecosystems. A well-functioning social network involves attributes such as honesty, benevolence, fairness and confidence. When this network – trust - has formed, participants can count on reliable and consistent economic transactions. This has the effect of higher level of co-operation, but also co-dependence. Strong social networks, as measured in this study by the degree of interpersonal trust and trust in institutions, are foundational elements for societies wishing to progress to new higher levels of entrepreneurship and development.
