Teacher attitudes in Italy after 40 years of inclusion

In 1977, Italy adopted a policy to fully include students with disabilities in mainstream classrooms. This study surveyed the attitudes of Italian teachers towards inclusive education 40 years after this reform. The data were collected from 153 basic school teachers using the Teachers' Attitudes towards Inclusion Scale (TAIS). The results indicate that the Italian teachers had a high level of commitment to inclusive education. Approximately 90% of the respondents agreed that students with special educational needs should be educated in mainstream classrooms, and only 7% felt that they should be transferred to special education classrooms instead. This article examines the discrepancy between the ideology of inclusive education and the national education policy in the Finnish comprehensive school education. The study covers twenty years and is based on observations that indicate that the change in comprehensive school education, grounded in inclusive education ideals, has been slow. This has been the case, even though Finnish education policy has, on principle, committed to many international statements that promote inclusion ideology. Sosiaaligerontologian pro gradu -tutkielmassani tarkastelen ikääntyneiden inkerinsuomalaisten paluumuuttajien asemaa Suomessa erityisesti hyvinvoinnin ja toimeentulon näkökulmista. Tarkastelussa olen ottanut esille sekä viranomaispuhetta että paluumuuttajavanhusten omia näkemyksiä. Erityisesti kiinnostuksen kohteena on eläkeikäisille ja työkyvyttömille maahanmuuttajille tarkoitettu maahanmuuttajan erityistuki, jota koskeva laki tuli voimaan lokakuussa 2004. Varhaiskasvatuksessa on isoja muutoksia, koska se on saanut kaksi uutta ja aiempaa huomattavasti tarkemmin toimintaa ohjaavaa asiakirjaa: varhaiskasvatuslaki annettiin 2015 ja varhaiskasvatussuunnitelman perusteet 2016. Tuen osuus jäi vielä näistä asiakirjoista puuttumaan ja siksi inklusiivisen varhaiskasvatuksen tuen käsitteet ja käytännöt ovat vaihtelevia ja kuntakohtaisia. Tässä pro gradu -tutkielmassa selvitetään kiertävien erityisopettajien käsityksiä inklusiivisen varhaiskasvatuksen erityiskasvatuksesta ja -opetuksesta, siihen vaikuttavista tekijöistä sekä tuen keskeisistä käsitteistä.
