Tutkimuksessa tarkastellaan Kelan luottamusta asiakkaisiin etuuksien ratkaisutyön kautta ja etuuskäsittelijöiden näkökulmasta. Tutkimuksen tarkoituksena on selvittää, missä suhteessa Kelan etuuskäsittelijät luottavat asiakkaisiin ja millaisia reunaehtoja Kela asettaa luottamuksen tai sen puutteen ilmenemiselle suhteessa asiakkaisiin. Ilmiötä jäsennellään ja sen merkitystä perustellaan katutason byrokraatti- ja katutason byrokratiateorioiden avulla. It examines how the perspectives and concepts of the capability approach can be utilized in outlining the relationship between motherhood and financial aspects. The aim is to develop conceptual tools for analyzing the choices and financial agency of mothers. Sanctions and the exit from unemployment in two different benefit schemes

This paper investigates the effect of benefit sanctions on the exit rate from unemployment using a unique set of rich register data on unemployed Finnish individuals. The timing-of-events approach is applied to distinguish between the selection and causal effects of sanctioning. The results imply that the effect of sanctions differs according to the benefits received. Sanctions encourage unemployed individuals receiving flat-rate labour market support (LMS) to find jobs, whereas unemployed individuals receiving earnings-related (UI) allowances to leave the labour force. Toimeentulotukipäätökset ovat hyvin intertekstuaalisia muiden virkatekstien tapaan. Ne ovat osa tekstiketjua, johon kuuluvat päätöstä edeltävät sekä sen jälkeen tulevat tekstit ja kielenkäyttötilanteet. Toimeentulotukipää-töksissä nämä tekstit ja tilanteet toimivat usein tietolähteinä – niiden pohjalta päätös kirjoitetaan. Tässä tutkielmassa selvitän, mitä ja keitä tietolähteinä käytetään ja miten lähteet tuodaan toimeentulotukipää-töksissä esille. Erityisen kiinnostunut olen siitä, onko päätöksissä käytetty tietolähteenä asiakasta.
