Debating Federal Europe in the British Parliament, c. 1940-1949

Federalism, or the fear of it, worked as a catalyst in the British pre-referendum debate on Brexit in June 2016. In this paper, we focus on the pre-European integration context and ask what kind of an alternative federalism was seen to afford in British politics during and after the Second World War. We limit our discussion to parliamentary debates, which have only rarely been used as primary sources for studying European integration history. The British Parliament was one of the key political arenas for debates on foreign policy, not just in terms of informing the party lines but also guiding the public discussion. Tämä pro gradu–tutkielma käsittelee ranskan kielen käsitteen belgitude käyttöä poliittisena ja kielellisenä välineenä. Käsite belgitude on monimerkityksinen ja työntarkoituksena on selvittää millaisia eri merkityksiä käsitteelle annetaan ja mitä poliittista näissä käyttötavoissa on. Tutkimuksessa aineistoina on käytetty monenlaisia tekstilajeja, kuten sanomalehtiartikkeleita, Internet-sivuja, kokoomateoksia sekä tieteellisiä julkaisuja belgitudesta. Teoreettisena taustana toimivat tiedot Belgian poliittisesta järjestelmästä ja federalismista. Tutkimuksessa belgitudea tarkastellaan käsitehistorian näkökulmista. The local government is that level of government which is the most close to people (voters). Among all levels of government, it is the best informed about local needs and preferences. It should play significant role in the provision of local public goods. In this work it is studied how in practice the local government in the Russian Federation fulfills its tasks, namely what role the local government plays in the provision of educational and health services.
