The financing of education has emerged as a major topic of discussion among policy makers in recent years. There is evidence that in many developing countries, governments can no longer continue to increase spending on education at the high rates characteristic in the 1960s and 1970s. The macroeconomic environment has worsened, and there is keen intersectoral competition for public funds. This paper is looking at the feasibility of achieving the objective of education for all, one of the millennium objectives set up by the international community for the year 2015. Among numerous obstacles on the road map, the author is focusing on the budgetary constraint, which has aggravated significantly during the past decade. Actually the gap between least advanced countries and the rest of the world is widening, and not narrowing.
