Diferencias territoriales en el concepto de cooperativa protegida y especialmente protegida

2013

[EN] Following several studies on regional differences in fiscal impact produced by the application of tax law (Law 20/90) in Spanish cooperatives because of the existence of very different substantive regional law, we have considered to investigate only the requirements for the application of the special tax regime. These requirements, as set forth in Articles 6 and 13, refer to the substantive law, with significant turbulence and some important differences in taxation. So it would be convenient to consider to improve greater homogenization in future legislative for equity’s sake. Even for the more special scheme, the requirements set out in Articles 8 to 12, that are in a greater degree i…

Empirical Approaches Upon Pension Systems in Central and Eastern European Countries. Triangle Assessment: Free Movement of People, Labor Market and P…

2020

Abstract Nowadays, around the world, it can be noticed an important trend towards the pension system reforms. The creation of the European fiscal space, the effects of globalization and the movement of the labour force are important vectors towards creating a new type of social economy. The labour force is constantly moving around the countries that gathered important amounts of capital, especially in industrialized countries. Moreover, the lower levels of the birth rate combined with the increasing level of death rate unbalance the labour market. The entire European continent undergoes a demographical transition period, highlighted by aging and intensive migration. This phenomenon is regis…

US deficit sustainability revisited: A multiple structural change approach

2008

In this article we re-examine the long-run sustainability of US budget deficits, using Bai and Perron's multiple structural change approach. While the deficit would have been weakly sustainable over the full sample (1947:1–2005:3), strong sustainability would appear only between January 1982 and February 1996.

1995

This contribution summarizes some quantitative results and presents relevant policy-oriented conclusions obtained from research program No. PBS91-0363. The effects of fiscal policy shocks on the business environment

2021

Fiscal policy influences economic conditions through public spending and taxes, generating positive or negative impulses, both on short and long term. The present research focuses on analysing the effects of the discretionary changes in the fiscal policy in seven post-communist countries of the European Union during the period 2000–2018. The autoregressive distributed lag model (ARDL) has been applied in order to obtain the convergence rates to equilibrium with a clear analysis of the periods needed to achieve the long-run fiscal sustainability. Also, the error correction vector model (VECM), which is based on the autoregressive vector (VAR) model, has been used in the second part of the an…

The EU's New Economic Governance Framework and Budgetary Decision‐Making in the Member States: Boon or Bane for Throughput Legitimacy?*

2021

The euro crisis has sparked changes in the EU's economic governance framework and a crisis of legitimacy across the union. While the institutional repercussions of the crisis have been studied before, the democratic impact at the national level has received much less attention. This paper aims to fill this gap, focusing on the procedural changes that the EU's new economic governance (NEG) framework has brought to national budgetary decision-making. Building upon the Varieties of Democracy framework, the paper adds empirical nuance and conceptual clarity to the notion of 'throughput legitimacy' and its components: openness, inclusiveness, transparency and accountability. Detailed case studie…

Aggregate uncertainty and sectoral productivity growth: The role of credit constraints

2016

Abstract We show that an increase in aggregate uncertainty—measured by stock market volatility—reduces productivity growth more in industries that depend heavily on external finance. The mechanism at play is that during periods of high uncertainty, firms that are credit constrained switch the composition of investment by reducing productivity-enhancing investment—such as on ICT capital—which is more subject to liquidity risks (Aghion et al., 2010). The effect is larger during recessions, when financing constraints are more likely to be binding, than during expansions. Our statistical method—a difference-in-difference approach using productivity growth of 25 industries from 18 advanced econo…
