BILATERAL SOCIAL DIALOGUE IN THE EDUCATION SECTOR IN LATVIA DURING THE COVID-19 PANDEMIC
2021
In 2020, the world was unprepared for the spread of the coronavirus pandemic. , . In Latvia, respective decisions and restrictions were made at the national, municipal and educational institution’s level, as it was important to respond promptly, flexibly and in accordance with the individual’s health security to ensure safe educational process. During the Covid-19 pandemic, distance learning was provided at most educational institutions, which was not a common practice until now. It facilitated the digitalisation of education, led to rapid adaptation to change and learning to work in times of crisis and limited resources. In the paper, theoretical findings of human capital and the agent net…

Integrating business start-up indicators in the flexicurity concept to cover the alternative forms of employment
2016
The flexicurity concept created in the Netherlands and Denmark in the early 1990s has become the main stepping-stone in improving the performance of labour markets across the European Union Member States. The European Commission has therefore taken a leading role on broader flexicurity concept development and creation of the data analysis methodology. However, the analysis proposed by the European Commission Joint Research Centre on flexicurity indicators in 2010 only partly includes business start-ups as a flexible form of employment. This research starts the discussion on whether additional indicators should be integrated in the flexicurity analysis, because of the rising need for employm…
Lavoro a termine e contrattazione collettiva
2014
Analysing the evolution and the regulation of fixed-term contract, considered as a symbol of flexibility and, at the same time, as a means to increase employment, the Author particularly examines the role played by collective bargaining, that sometimes is connected to a large legal referral, sometimes has to op…
The Concept of Labour Market Flexicurity in the Eurozone
2013
This chapter discusses the evolution of the idea of a flexible labour market as a smooth shock absorber in case of asymmetric shocks. The concept of flexible labour markets became an institutionally well-established concept when the OECD constructed its index of labour market strictness. The OECD recognised, however, the weakness of its narrow approach and the European Commission put forward the more novel notion of flexicurity. Next, this chapter explains how the proposal of the concept of flexicurity aims at reaching a reasonable agreement between both the efficiency and the security principles by taking into consideration the interest of all the stakeholders in the labour market, includi…
Job attitudes, behaviours and well-being among different types of temporary workers in Europe and Israel
2011
Applying an innovative typology based on preference for temporary em- ployment and perceived employability, the authors empirically examine four types of temporary workers (and a group of permanent workers for comparison). In a sample of 1,300 employees from six countries, they find significant differences between the four types on a broad set of variables - including demographic and job characteristics, attitude and insecurity - but not in life satisfaction and well-being. They conclude with an argument against the equation of temporary employment with low-skilled workers unable to find a permanent job, stressing the valuable implications of more sensitive research for policy-making on fle…
Precarious work and social protection: between flexicurity and social pollution
2019
The chapter explores the possibility of changing the way in which any social and legal system guarantees social protections for the weakest workers. To do so it elaborates a unique functional set for classifying all kind of precariat, which it names the ‘un[der]-protected workers’. The issue of the precariat is held as an imbalance in the flexicurity balance, considered akin to pollution in the social environment: so-called social pollution. The proposed method to counterbalance the lack of security/protection and rebalance flexicurity is a ‘(non-wage) Social Security (virtual or) Fake (Pigouvian) Tax’ (the SSFT). The idea is that this device either forces companies to hire through SERs (wh…
Undeclared, informal, and precarious workform "social pollution" to “decent work” trough “nonwage security tax”
2015
The paper, basing on a multidisciplinary literature, considers flexicurity as any balance between flexibility and security and, therefore, proposes ordering any set of work-relationship, providing the same balance and with the same regulatory framework, in “communities”. It is assumed, therefore, that communities can differ either in terms of a “protective” trade-off, where the differential is not a surrogate measure of security, or in terms of an economic trade-off, where it is met by the provision of social insurance or security. One of these sets is called community 0 and it corresponds to undeclared work, not only illegal (e.g. informal), but also completely devoid of security and fully…
