This paper considers the problem of administrative capacity as one of the main requirements that the accession countries seeking EU membership had to meet, and as a prerequisite to the decentralization of their public sectors and public finances. The selected decentralization problems are analyzed using the cases of two countries: Romania and Poland. The results of a theoretical and practical evaluation of administrative capacity as a likely obstacle to fiscal decentralization are presented taking account of the different levels of decentralization in Poland and Romania. The "Cooperative Airborne Radiometer for Ocean and Land Studies" (CAROLS) L-Band radiometer was designed and built as a copy of the EMIRAD II radiometer constructed by the Technical University of Denmark team. It is a fully polarimetric and direct sampling correlation radiometer. It is installed on board a dedicated French ATR42 research aircraft, in conjunction with other airborne instruments (C-Band scatterometer--STORM, the GOLD-RTR GPS system, the infrared CIMEL radiometer and a visible wavelength camera). Abstract This study focuses on the calibration of the effective vegetation scattering albedo (ω) and surface soil roughness parameters (H R , and N Rp , p = H,V) in the Soil Moisture (SM) retrieval from L-band passive microwave observations using the L-band Microwave Emission of the Biosphere (L-MEB) model. In the current Soil Moisture and Ocean Salinity (SMOS) Level 2 (L2), v620, and Level 3 (L3), v300, SM retrieval algorithms, low vegetated areas are parameterized by ω = 0 and H R = 0.1, whereas values of ω = 0.06 − 0.08 and H R = 0.3 are used for forests. In this work, we propose to exploit both the temporal and spatial correlations in Earth observation satellite images through deep learning methods. In particular, the combination of a U-Net convolutional neural network together with a convolutional long short-term memory (LSTM) layer is proposed. This model is applied for cloud detection on MSG/SEVIRI image time series over selected landmarks. Implementation details are provided and our proposal is compared against a standard SVM and a U-Net without the convolutional LSTM layer but including temporal information too. To define, on a non technician face, the life cycle of geographic information, "from captor to decisions" we need, in a actor network theory perspective, to understand the process "from producer to user". In order to give an answer, we choose to study the spatial data appropriation process. This process opens the analysis of how data can be used by a group that has not produced the data itself, as well as in a multi-actor context. Distributed cognition theory offers a framework to understand data as a cognitive and collaborative artefact.
