This paper makes a case for the “contractual-publicist” nature of the managers’ liability regime, although this matter lies within the scope of civil courts’ jurisdiction. Even though the law assigns civil courts the role in deciding disputes regarding potential infringement of public managers claims, these should be considered legitimate expectations (public law) and not rights (civil law). Except for the recovery of the executive jurisdiction of the administrative court, if the administration refuses to fulfil the civil judgment and the public manager spontaneously appeals for compliance, rather than (or together with) the civil one of forced execution.

Contrast perception in digitized panoramic radiographs compared with their film-based origin

Abstract Objectives. We sought to compare the visual image quality of film-based and digitized panoramic radiographs through use of a hole-containing test wedge. Study Design. An aluminum wedge containing 100 cells, of which 90 were given shallow holes, was exposed in the film-based Orthophos CD panoramic unit. Two radiographs subjectively exhibiting optimum contrast were selected. Films were digitized with a charge-coupled device flatbed scanner at 300 dpi. A non-supervised approach to locate and to measure the nuchal translucency by means of wavelet analysis and neural networks

Ultrasound imaging is a well known noninvasive way to evaluate various diseases during the prenatal age. In particular, the thickness measure of the nuchal transucency is strictly correlated with pathologies like trisomy 13, 18 and 21. For a correct investigation, the methodology needs mid-sagittal sections and the proposed approach is based on wavelet analysis and neural network classifiers to locate components useful to identify mid-sagittal planes. To evaluate the performance and the robustness of the methodology, real clinical ultrasound images were considered, obtaining an average error of at most 0.3 millimeters in 97.4% of the cases.

Analysis a DSP Implementation and Experimental Validation of a Loss Minimization Algorithm Applied to Permanent Magnet Synchronous Motor Drives

In this paper a new loss minimization control algorithm for inverter-fed permanent-magnet synchronous motors (PMSM), which allows to reduce the power losses of the electric drive without penalty on its dynamic performances, is analyzed, experimentally realized and validated. In particular, after a brief recall of two loss minimization control strategies (the "search control" and the "loss-model control"), both a modified dynamic model of the PMSM, which takes into account the iron losses, and a "loss-model" control strategy, are treated. The Construction of Collective Memory: from Franco to Democracy

Collective memory is neither spontaneous nor random, but the result of a series of selective practices. It establishes group identity and sets power relations between groups. The author considers the process of selection through a case study of the transformation of Franco’s regime in Spain into a democracy. Collective memory of the time is shown to be organized around an event (the Munich Coalition or contubernio) and around the democratic transition. Spatially-multiplexed interferometric microscopy (SMIM): converting a standard microscope into a holographic one

We report on an extremely simple, low cost and highly stable way to convert a standard microscope into a holographic one. The proposed architecture is based on a common-path interferometric layout where the input plane is spatially-multiplexed to allow reference beam transmission in a common light-path with the imaging branch. As consequence, the field of view provided by the layout is reduced. The use of coherent illumination (instead of the broadband one included in the microscope) and a properly placed one-dimensional diffraction grating (needed for the holographic recording) complete the experimental layout.
