The main purpose of this paper is to evaluate the innovative nursing home voucher scheme that was introduced by the Valencia Autonomous Region of Spain in the early 1990s to implement targets laid down by the national plan for the development of older people's services. The article begins with a review of the evolution of Spanish social services, and especially the nursing home sector, and then summarises the genesis, objectives and characteristics of the voucher scheme. Transformation by stealth: the retargeting of home care services in Finland

This paper analyses the trends and changes that home care services for older people have undergone during the last two decades in Finland. The data used come from national social care statistics, covering the time period from 1990-2010. The results show that, in contrast to many other European nations that have expanded their home care provisions, the coverage levels in Finland have dropped dramatically during this period. Those with the highest needs do receive increased amounts of support, but others have become excluded from publicly funded home care provisions and often need to rely on family members. The purpose of this empirical research from Uganda is to provide initial insight into the ‘black box’ of understanding the economic behaviour of persons with disabilities and about their use of microfinance services. First, we analyse the income levels of persons with disabilities in relation to their sources of income. Second, we study the income sources and income levels for different types of disabilities. Finally, we analyse how income level and income source relate to the use of microfinance services for persons with disabilities. The findings suggest that disabled people make more use of microfinance services than previously assumed. In both Spain and Sweden the most important public support for older people that is provided in their own homes are home-help services. In Sweden, these programmes were expanded in years of economic growth but recently have radically declined. Spain still strives to expand them in spite of financial problems. Both countries ration these services but in different ways. Spain provides relatively few hours of help with household tasks, primarily to poor old people. EFFECT OF TIPPING AND TOPPING ON SHOOT UNIFORMITY: PRELIMINARY RESULTS ON SINGLE CORDON TRAINED CABERNET SAUVIGNON AND MERLOT

The study was carried out in a two year old Merlot/140 Ru and Cabernet Sauvignon/140 Ru vineyards during the 2004 growth season. Vines were spaced 2.4 m x 0.9 m in North-South orientated rows. Each vine had five to six shoots. The vineyards were drip irrigated (800 m3/Ha/season). Shoots more than 100 cm were tipped or topped at pea berry size development stage. Tipping of Merlot vines reduced shoot growth and variability of all vegetative parameters. Topping of Cabernet Sauvignon reduced variability of shoot Diameter and increased lateral shoot growth.
