The Act on Energy Efficiency came into force in Finland on 1st January 2015. The structural properties of Thallium (III) oxide (Tl2O3) have been studied both experimentally and theoretically under compression at room temperature. X-ray powder diffraction measurements up to 37.7 GPa have been complemented with ab initio total-energy calculations. The equation of state of Tl2O3 has been determined and compared to related compounds. It has been found experimentally that Tl2O3 remains in its initial cubic bixbyite-type structure up to 22.0 GPa. At this pressure, the onset of amorphization is observed, being the sample fully amorphous at 25.2 GPa. The sample retains the amorphous state after pressure release. The paper addresses a puzzle resulting from the current global state of alert: the coronavirus pandemic brought us back to the world of the allegedly sovereign nation states with borders and national governments in charge, yet in fact, this retrieved sovereignty looks very vulnerable and precarious. We explain this controversy through a triad of concepts—sovereignty, governmentality, and post-liberalism—that we apply to an analysis of a corona-imposed state of emergency in Estonia and Finland. To investigate a possible biomethylation of thallium, incubation experiments were carried out under aerobic conditions with a sewage sludge and with a mixed bacterial culture isolated from a sewage sludge, as well as under anaerobic conditions with a fresh-water lake sediment, by adding Tl(I) nitrate to these systems. Only in the case of the anaerobic sediment was a significant production of dimethylthallium observed (after three-weeks). Analysing different surface seawater samples and those from a single depth profile down to 4000 m, dimethylthallium was determined above the detection limit of 0.4 ng L−1 in about 20% of all samples, ranging from 0.5 to 3.2 ng l−1. HyperIO: A Hypervisor-Based Framework for Secure IO

Malware often attempts to steal input and output through human interface devices to obtain confidential information. We propose to use a thin hypervisor, called “HyperIO”, to realize a secure path between input and output devices using a partial implementation of device drivers. We apply our approach using two security systems built on HyperIO: FireSafe and ClipCrypt. FireSafe is a web browser extension which allows a remote web server to display and receive sensitive user information securely. ClipCrypt enables the user to securely enter and view their confidential information in commodity Windows applications.
