‘To Make a People Out of a Mere Population’: Sovereignty and Governmentality in Hegemonic Russian Cultural Policy

Abstract The paper claims that contemporary Russian cultural policy has been determined by political transformations associated with the political project to establish sovereignty that has organized Putin’s regime since 2012. The idea behind it is traced to Putin’s 2006 intention ‘to make a people out of a mere population’. To understand that intention, and to explain the contribution of culture and cultural policy to its concretization, the paper draws on Foucault’s account of sovereignty and governmentality, and the development of the Gramscian notion of hegemony. The article critically engages with Giorgio Agamben’s reading of Rousseau in order to explore the affinities between the two authors’ subtractive approach to political subjectivation. In The Kingdom and the Glory. Agamben argues that Rousseau’s Social Contract reproduces, in a secularized manner, the providential paradigm of government, whose origins Agamben finds in early Christianity. The decision to change the CEO is one of the most important decisions of the Board of Directors in a company. This study increases understanding of the process that leads to a Board’s decision to dismiss the CEO under conditions of poor performance, and of the meaning of attributions in CEO dismissal. The role of the Chair of the Board in this process is also explored. An exploratory, empirical study concerning nine CEO dismissal processes is conducted based on open-ended interviews with seven Chairpersons of the Board.
