Governance of cultural heritage: towards participatory approaches

This article analyzes participatory governance in relation to heritage. Based on previous studies on the implementation of participation and theoretical discussions considering the participatory governance of cultural heritage, we found four types of cultural heritage governance, with differing weights with regard to public authorities, civil society, markets, and citizens. Governmental, corporatist, service-led, and co-creative cultural heritage governance types were identified, which reflect the shifts in participatory approaches to governance from state-centered activities to the proliferation of civil society, and from professionally dominated to more citizen-based activities. The use of cultural heritage is extremely important because it is both unique and exceptional, and this creates a great opportunity for a clear distinction of the region from the competition. The considerations contained in this article focus on the significance of regional education in preschool and school education. Regional education is a relatively young pedagogical conception, which appeared in the literaturę at the beginning of the 1990s. It is inseparably connected with that of regionalism defined as ”a return to one’s own roots”. The assumptions behind regional education and its content are formulated on the basis of the core curriculum of comprehensive education at indrndual stages of teaching. It makes a vital element in the program of teaching native language, history, geography and other school subjects.

In the paper, the author presents the position of sociologists and educators talking about the regional education. He compares their interpretations concerning the basie terms, such as: regionalism, cultural heritage, regional education, or regional identity. The article is a reflection showing the influence of ”the global village” and glocalisation on the formation of regional enclaves striving for the broadly understood identity. The leitmotiv of discussion is the sentence: ”think globally-act locally.”

After the patrimonial destruction that took place during the Civil War of 1936-1939 in the city of Cartagena, religious art and especially sacred sculpture, is greatly affected. The artistic expressions that the Passionist entities took to the streets on the days of Holy Week, disappear almost in their entirety, having to start a tremendously costly reconstruction process in order to alleviate the losses suffered.
