Qhapaq Ñan, a UNESCO World Heritage Site, was a complex administrative communication and transport system that connected the immense territory of the Inca empire for over 30 thousand km, intercepting sites of great historical and cultural interest today, first of all the Sanctuary of Machu Picchu. The consequences of climate change and the high tourist presence, which is mostly concentrated in Machu Picchu, are seriously jeopardizing the survival of this precious asset. This article presents the Council of Europe’s educational policy, indicating its major milestones and characteristics when it comes to issues of cultural heritage. First it offers an analysis of the strategic documents (i.e. recommendation No. R (98) 5 of the committee of ministers to member states concerning heritage education and conventions, with emphasis on the Council of Europe Framework Convention on the Value of Cultural Heritage for Society (Faro Convention). This paper describes the general procedure followed to build a system of indicators for monitoring and evaluating the Strategy for Culture and Development of Spanish Cooperation.
