This chapter aims to map the twists and turns in the development of long-term care policy in Finland since the start of the 1990s. The main argument of the chapter is that these changes have to a large part been motivated by what is called here ‘demographic panic’, that is, fear of consequences of population ageing to the public purse. Various policy changes have taken place during the last three decades. Since the late 1980s, Finnish long-term care policies have been made under the shadow of the ‘demographic time bomb’ discourse that argues that care expenditures are to rise exponentially if determined action is not taken to curb the expenditures. Positive Turn in Elder-Care Workers' Views Toward Telecare Robots.

AbstractRobots have been slowly but steadily introduced to welfare sectors. Our previous observations based on a large-scale survey study on Finnish elder-care workers in 2016 showed that while robots were perceived to be useful in certain telecare tasks, using robots may also prove to be incompatible with the care workers’ personal values. Omaishoidon tuki on keino vastata kasvaviin palvelutarpeisiin. Kaikki muistisairaiden omaishoitajat eivät kuitenkaan hae tai saa omaishoidon tukea. Artikkelissa kuvataan omaishoitajien kokemuksia omaishoidon tuen hakemisesta. Tulosten mukaan omaishoidon tuen hakeminen voi olla monimutkainen prosessi, jota edistävät ja hidastavat monet tekijät. Puutteellisen palvelutarpeen arvioinnin vuoksi omaishoitajat voivat jäädä jopa kokonaan tuen ulkopuolelle. peerReviewed

According to the Swedish science fiction TV series Äkta människor (Real Humans, SVT and Matador film 2012-2014), humanoid robots called “hubots” are replacing the human workforce in care work and assembly line industries. Against the backdrop of current debates about immigration and citizenship in the Nordic countries, this article does a close, contextual reading of the series, exploring how the hubots influence work and family life. We are particularly interested in how hubots tie in with the cultural circulation of affect in relation to Otherness and how responses towards the “not-quite” human or dehumanized Other are negotiated in the present-day Nordic cultural imaginaries.
