Läheisten rooli muistisairaiden hoivaajina on jo nyt merkittävä, ja se tulee kasvamaan. Muistisairaudet yleistyvät pitkäikäisyyden lisääntyessä, ja vanhushoivapolitiikassa painotetaan kotona asumista. Abstract The increasing presence of for-profit service providers in publicly-funded eldercare has transformed care in Nordic welfare states which have a strong tradition of public care provision. Macro-level research on care policies has mainly focused on public institutions, national policies, and marketization. The financialization of eldercare has not received much scholarly attention, and existing studies mostly focus on the UK. Care Poverty Within the Home Space: Exploring the Emotional Experiences of Unmet Care Needs

Older adults face inequalities in care. The concept of care poverty has been developed to point out how unmet care needs are not just an individual issue but a phenomenon linked to social and economic disadvantage and societal inequality. In this paper, we approach the question of care poverty by focusing on its intertwinement with emotions and the home space. We analyze how the presence, or more commonly absence, of care shapes interviewees’ descriptions of emotional experiences tied to the home space. This chapter aims to map the twists and turns in the development of long-term care policy in Finland since the start of the 1990s. The main argument of the chapter is that these changes have to a large part been motivated by what is called here ‘demographic panic’, that is, fear of consequences of population ageing to the public purse. Various policy changes have taken place during the last three decades. Since the late 1980s, Finnish long-term care policies have been made under the shadow of the ‘demographic time bomb’ discourse that argues that care expenditures are to rise exponentially if determined action is not taken to curb the expenditures.
