Kansalaisuuden käsitteellä on tehty politiikkaa suomalaisten puolueiden ohjelmissa jo 1800-1900-lukujen taitteesta alkaen. Eduskuntavaaliohjelmat ovat yksi areena, jossa puolueet määrittelevät neljän vuoden välein kansalaisuutta ja julkisen vallan suhdetta kansaan. Samalla puolueet luovat arvoihin perustuvia odotuksia siitä, millaisia kansalaisten tulisi olla. It introduces the contributions of the issue, outlines the concepts that unite them, and discusses the sociolinguistic area in which they are set: the Nordic region. Centering on Denmark, Finland and Sweden, the article offers an overview of some of the sociolinguistic, ideological and political characteristics of the region and the countries it comprises. Tutkielma käsittelee suomalaisen kansanterveystyön hallinnoinnin muutoksia 1970- luvulta nykypäivään. Aineistona käytetään keskeisiä suomalaisia terveysstrategioita: sosiaali- ja terveydenhuollon valtakunnallisia suunnitelmia (Valsut) ja tavoite- ja toimintaohjelmia (TATO:t) sekä Kansanterveys 2015 -kansanterveysohjelmaa. Tarkastelu tapahtuu kahden aineiston pohjalta luodun diskurssin ja niiden välisen kamppailun kautta.
