Maps and Elections : The Construction of Electoral Districts in the USA. Decennal census-led redistricting in the United States is the occasion for court actions focused nowadays on the political representation of ethnic minorities. Computer tools make possible the building of districts specifically tailored for Blacks or Hispanics, but blatant racial gerrymandering is now rejected by the US Supreme Court. This paper examines the most relevant judicial decisions and describes several local cases.
The dependence of circular dichroism in photoemission on the optical properties of Cs monolayers on Pt(111)

We report on the dependence of dichroic photoemission excited by circularly polarised light on the angle of photon incidence. We measured the difference in the angle-resolved photoemission intensities from Cs 5p semi-core levels excited by photons of opposite helicity, which is known as CDAD. We found that the dependence of the measured differences on the angle of light incidence deviates strongly from the model of CDAD for free atoms, as expected. Using the Fresnel equations and a complex index of refraction, one finds that not only the third component but also the second component of the Stokes vector is responsible for the excitation process. Luminescent P-Chirogenic Copper Clusters

P-chirogenic clusters of the cubanes [Cu4I4L4] (L = chiral phosphine) were prepared from (+)- and (-)-ephedrine with L = (S)- or (R)-(R)(Ph)(i-Pr)P (with R = CH3 (seven steps) or C17H35 (10 steps)) with e.e. up to 96%. The X-ray structure of [Cu4I4((R)-(CH3)(Ph)(i-Pr)P)4] confirmed the cubane structure with average Cu···Cu and Cu···I distances of 2.954 and 2.696 Å, respectively. The cubane structure of the corresponding [Cu4I4((S)-(CH3)(Ph)(i-Pr)P)4] was established by the comparison of the X-ray powder diffraction patterns, and the opposite optical activity of the (S)- and (R)-ligand-containing clusters was confirmed by circular dichroism spectroscopy. Abstract Are embryonic stem cells being used for therapeutic purposes? The aim of this short report is to review to what extent are embryonic stem cells currently used for therapeutic purposes. To the best of our knowledge, only four clinical trials have been authorised so far to use human embryonic stem cells for therapeutic purposes; two of these are included in the ClinicalTrials.gov data base, and the other two, the study sponsored by Geron and the last one initiated by Advanced Cell Technology in the United Kingdom, are not. This paper describes the design and performance of a secraphone that, when plugged between any conventional telephone set and the public telephone network, protects the speech information travelling through the PSTN. The device has a transparent operating mode that does not alter the signal and a secure mode, accessed upon request of any of the speakers, that encrypts the speech with digital techniques, assuring privacy against unwanted listeners. Ultrafast dynamics of halogens in rare gas solids

We perform time resolved pump-probe spectroscopy on small halogen molecules ClF, Cl2, Br2, and I2 embedded in rare gas solids (RGS). We find that dissociation, angular depolarization, and the decoherence of the molecule is strongly influenced by the cage structure. The well ordered crystalline environment facilitates the modelling of the experimental angular distribution of the molecular axis after the collision with the rare gas cage. The observation of many subsequent vibrational wave packet oscillations allows the construction of anharmonic potentials and indicate a long vibrational coherence time. We calculate the invariant and helicity amplitudes for the transitions ${\mathrm{\ensuremath{\Lambda}}}_{b}\ensuremath{\rightarrow}{\mathrm{\ensuremath{\Lambda}}}^{(*)}({J}^{P})+J/\ensuremath{\psi}$, where the ${\mathrm{\ensuremath{\Lambda}}}^{(*)}({J}^{P})$ are $\mathrm{\ensuremath{\Lambda}}(sud)$-type ground and excited states with ${J}^{P}$ quantum numbers ${J}^{P}={\frac{1}{2}}^{\ifmmode\pm\else\textpm\fi{}}$, ${\frac{3}{2}}^{\ifmmode\pm\else\textpm\fi{}}$. The calculations are performed in the framework of a covariant confined quark model previously developed by us. Novel patterns for vector mesons from the large-Nc limit

We report on a relation between the decay constants of \rho-like J^{PC}=1^{--} vector mesons, which arises solely from the perturbative analysis of the VV, TT and VT correlators at order \alpha_s^0 in the large-N_c limit. We find f_{V}^T/f_{V}=1/\sqrt{2} for highly excited states together with a pattern of alternation in sign. Quite remarkably, recent lattice determinations reported f_{\rho}^T/f_{\rho}=0.72(2), in excellent agreement with our large-N_c result. This seems to suggest a pattern like f_{Vn}^T/f_{Vn}=(-1)^n/\sqrt{2} for the whole (1^{--}) states. In order to test this conjecture in real QCD we construct a set of spectral sum rules, which turn out to comply nicely with this scena…
