In the urban planning discipline, active and ethical participation must include not only the adult segment of the population, but also younger people. However, many issues still have to be addressed in order to turn this theoretical approach into practice. This paper revolves around the overall role of the urban planning scholar. Abstract
 This article presents the Council of Europe’s educational policy, indicating its major milestones and characteristics when it comes to issues of cultural heritage. First it offers an analysis of the strategic documents (i.e. recommendation No. R (98) 5 of the committee of ministers to member states concerning heritage education and conventions, with emphasis on the Council of Europe Framework Convention on the Value of Cultural Heritage for Society (Faro Convention). The context of our research is Work Integration Enterprises. These hire people who are emerging from processes of social exclusion for a period of between 6 months and three years. In these companies, people work while learning a trade and learning to work, in order to facilitate their entry into the ordinary labour market.Of the different academic approaches to processes of learning at work and training, we have chosen Michael Eraut's notion of learning trajectories to apply to our research.
