Social vulnerability to climate policies: Building a matrix to assess policy impacts on well-being

In this article, we address the social vulnerability of people to climate mitigation policies and contribute to assessing the social impacts of climate policies by introducing a matrix tool for conducting vulnerability assessments and participatory climate policy planning. The matrix serves as a methodological tool for identifying social groups in their social spaces. In the first season of the television Eco Noir crime series “Fortitude” (2015) the polar bear appears as a sticky object that embodies an ambiguous affective charge as an icon of global warming. This article discusses the ways in which the polar bear evokes viewer affect in the series through two discourses. The first one relates to violence, essentially present in crime narratives, and how the human and nonhuman animal are positioned in relation to global warming, violence and each other. Tutkimus tarkastelee eduskunnan debatissa viidennestä ydinvoimalasta käytyjä retorisia kamppailuja eri avainkäsitteiden sisällöistä ja merkityksistä. Näitä avainkäsitteitä ovat tulevaisuuteen, tietoon sekä ympäristöön liittyvät käsitekonstellaatiot. Muuttuvan ilmastopolitiikan myötä syntyy uusia velvoitteita kansainvälisen, kansallisen, maakunnallisen ja kunnallisen tason ilmastopolitiikkaan. Tässä pro gradu -tutkielmassa selvitettiin uusimpiin voimassa oleviin ja tulossa oleviin ilmastosopimuksiin, strategioihin ja ohjeistuksiin maakunnallisen, ja erityisesti Keski-Suomen ilmastostrategian ja sen keinovalikoiman kehittämisen näkökulmasta. Lisäksi tarkasteltiin Keski-Suomen kasvihuonekaasupäästömäärien kehittymistä vuosista 2004 ja 2006 vuoteen 2014 sekä vuoden 2020 ennusteita. Tarkastelut tehtiin sektorikohtaisesti. This is a report on the 2018 Ceres Conference that took place from April 24 to 26 at the Park Plaza Hotel in Boston, MA. The conference theme was “Scale Up!” while the discussion centered mainly around the “We Are Still In!” movement that has emerged after the pull-out of the Paris Climate Agreement by the Trump administration. The conference was mainly attended by institutional investors, company executives and capital market leaders as well as NGOs and academics.
