The Italian Constitutional Court has been asked to decide on a constitutional incidental question referred to it by the Antitrust Authority. Rejecting the thesis of a quasi-judicial nature of the functions exercised by the Agcm and denying the existence of "gray areas" of constitutional justice, the the judgment no.13/2019 takes a position on the institutional placement of the Authorities within the administration. This, in addition to offering elements for reflections on the constitutional model of reference, requires important legal repercussions in terms of the effectiveness of the constitutional protection of connsidered interests.
Foreign Direct Investment in oil-abundant countries: The role of institutions

The present work reassesses the impact of good governance and democracy on Foreign Direct Investment (FDI) in oil-abundant countries. To this end, we estimate the effect of host countries’ institutions on greenfield FDI, using a gravity equation for a dataset that covers 182 countries during 2003-2012. Our findings confirm that compliance to rule of law, lack of corruption, political stability and democracy could boost new FDI links through the extensive margin. Our results could not rule out the “oil curse”, meaning that oil producers attract fewer new greenfield projects than similar countries without oil. In the cities of Alba Iulia, Bistriţa, Brasov, Baia Mare, Dej, Cluj-Napoca, Lugoj, Orastie, Oradea, Sebes, Sfântu Gheorghe, Sibiu, Sighisoara, Timisoara, Târgu Mures and Turda archaeological investigations were carried out. Si les organismes de recherche ont été précurseurs pour la création d’archives ouvertes, les grandes écoles, mais surtout les universités ont désormais massivement rejoint le mouvement. Signe de cette progression notable, 82 % des répondants disposent en 2017 d’une archive en production ou en cours de mise en œuvre, contre 62 % en 2014. Search for eccentric binary black hole mergers with advanced LIGO and advanced Virgo during their first and second observing runs

When formed through dynamical interactions, stellar-mass binary black holes may retain eccentric orbits ($e>0.1$ at 10 Hz) detectable by ground-based gravitational-wave detectors. Eccentricity can therefore be used to differentiate dynamically-formed binaries from isolated binary black hole mergers. Current template-based gravitational-wave searches do not use waveform models associated to eccentric orbits, rendering the search less efficient to eccentric binary systems. Here we present results of a search for binary black hole mergers that inspiral in eccentric orbits using data from the first and second observing runs (O1 and O2) of Advanced LIGO and Advanced Virgo.
