How Much Power to Tax do Regional Governments Enjoy in Spain Since the 1996 and 2001 Reforms?

From 1979 to 1983, a new intermediate level of government was created in Spain. This article focuses on the financial aspects of political decentralization in Spain. How much power to tax do the new regional parliaments and executives enjoy? What other sources of income do they dispose of? Which rules have been settled for regulating their tax and non-tax sources of income? Has fiscal decentralization affected fiscal discipline? Are these governments now financially autonomous? These are the questions addressed. The article shows that, with the exception of the Basque Country and Navarre, regional governments were financed mainly through intergovernmental grants during the 1980s and 1990s. …

Monadic second-order logic over pictures and recognizability by tiling systems

We show that a set of pictures (rectangular arrays of symbols) is recognized by a finite tiling system if and only if it is definable in existential monadic second-order logic. As a consequence, finite tiling systems constitute a notion of recognizability over two-dimensional inputs which at the same time generalizes finite-state recognizability over strings and matches a natural logic. The proof is based on the Ehrenfeucht-FraIsse technique for first-order logic and an implementation of “threshold counting” within tiling systems.

As a consequence, finite tiling systems constitute a notion of recognizability over two-dimensional inputs which at the same time generalizes finite-state recognizability over strings and also matches a natural logic. Abstract Both commercial and home prepared TiO2 samples impregnated with tungstophosphoric acid (H3PW12O40) were prepared and used for the photo-assisted degradation of 2-propanol in gas–solid regime. The characterization results evidenced a good coverage of the polyoxometalate (POM) onto the surface of both types of TiO2 samples along with a marginal effect of the presence of ethanol or HCl during the POM impregnation step on the specific surface area, porosity, morphology, crystallinity and acidity of the samples. Surface Segregation Entropy of Protons and Oxygen Vacancies in BaZrO3

The perovskite BaZrO3 has attracted considerable attention in the recent decade due to its high temperature proton conducting properties, and possible application as electrolyte in intermediate temperature fuel cells and electrolyzers. In this contribution, we performed, for the first time, first-principles calculations of the phonon contribution to the defect thermodynamics of the ZrO2 terminated (001) surface of BaZrO3. The approach allows us to determine both the segregation enthalpy and entropy of defects, which we apply to two fundamental defects in BaZrO3; fully charged oxygen vacancies (vO••) and protonic defects (OHO•). Study of Two-Photon Exchange via the Beam Transverse Single Spin Asymmetry in Electron-Proton Elastic Scattering at Forward Angles over a Wide Energy…

We report on a new measurement of the beam transverse single spin asymmetry in electron-proton elastic scattering, $A^{ep}_{\perp}$, at five beam energies from 315.1 MeV to 1508.4 MeV and at a scattering angle of $30^{\circ} < \theta < 40^{\circ}$. The covered $Q^2$ values are 0.032, 0.057, 0.082, 0.218, 0.613 (GeV/c)$^2$. The measurement clearly indicates significant inelastic contributions to the two-photon-exchange (TPE) amplitude in the low-$Q^2$ kinematic region. No theoretical calculation is able to reproduce our result. This study aimed to evaluate the effectiveness and safety of a new helmet continuous positive airway pressure delivered (h-CPAP) configuration allowing Vt monitoring in patients affected by COVID-19. Motives of quadric bundles and relative intermediate jacobians of K3-Fano pairs

This thesis consists of two parts. In the first part we study the Chow motive of a quadric bundle of odd relative dimension over a surface. We show that this motive admits a decomposition which involves the Prym motive of the double covering of the discriminant curve.In the second part, we consider Lagrangian fibrations, obtained as relative intermediate Jacobians of families of Fano threefolds containing a fixed K3 surface, and the existence of a symplectic compactification. In a particular case, we study a partial compactification using calculations with the software system Macaulay2.

A microwave-assisted reaction pathway to rutile SnO2nanorods was investigated. The microwave-treatment significantly reduces the reaction time compared to standard hydro-/solvothermal techniques. By moving the overall process into a shorter time slot, the growth and crystal formation during the reaction could be monitored via snapshots by trapping the intermediates through quenching.
