Współczesne prawo międzynarodowe składa się między innymi, z prawa powszechnie obowiązującego i prawa regionalnego. Historycznie, normy prawa regionalnego są wcześniejsze i często były podstawą dla norm powszechnych. W prawie międzynarodowym obowiązują zasady, które bezwzględnie dotyczą zarówno norm w wymiarze powszechnym, jak i w wymiarze regionalnym. W Karcie Narodów Zjednoczonych dostrzeżono rolę i znaczenie norm regionalnych, z jednoczesnym zaznaczeniem niesprzeczności tych norm z postanowieniami wynikającymiz Karty Narodów Zjednoczonych.
