How “African” Is the African Peace and Security Architecture? Conceptual and Practical Constraints of Regional Security Cooperation in Africa

2012

ABSTRACT With the creation of the African Peace and Security Architecture in 2004, African states were aiming to assume the primary responsibility for peace and security on the continent and establish a structure to assemble the necessary financial and military means. However, despite the constant evocation of “African ownership,” it is non-African actors that call the tune and can define and drive African security. Based on a detailed juxtaposition of rhetoric and empirical evidence, this paper argues that significant conceptual and practical problems constrain the “Africanization” of African security and that it appears increasingly unlikely that the continent's states will be able to ach…

Primary identities in the lower Omo valley: migration, cataclysm, conflict and amalgamation, 1750–1910

2011

This article applies the notion of primary identity to explore the emergence of ethnic identities in the southern-most tract of the lower Omo valley. Current identities here are the result of two correlated patterns of movement that have occurred over the past 150 years: migration to the valley by organised pastoralists and scattered groups, and a general movement down the river and into the Omo delta, where the ecological niche generated by the regular flooding of the Omo River provided a rich variety of livelihood alternatives. The major migrations reported here were connected to great population movements that occurred in East Africa from the nineteenth century, often provoked by catacly…

2016

Since the early 2000s, the Chinese government has undertaken a series of reforms in the health sector. Among these, the three most important have been concerned with medical insurance, hospital administration, and pharmaceutical policies. The aims of these reforms were to extend health insurance coverage, to increase the activities and the efficiency of the health establishments, and to improve patient care. This article focuses on two components of these reforms: the development of health insurance in rural areas and the policy on essential medicines in conjunction with hospital reforms. Credit-Based Insurance Scores: some Observations in the Light of the European General Data Protection Regulation

2020

Despite the differences between credit risk and insurance risk, in many countries large insurance companies include credit history amongst the information to be taken into account when assigning consumers to risk pools and deciding whether or not to offer them an auto or homeowner insurance policy, or to determine the premium that they should pay. In this study, I will try to establish some conclusions concerning the requirements and limits that the use of credit history data by insurers in the European Union should be subject to. In order to do this, I shall focus my attention primarily on Regulation (EU) 2016/679. This regulation, that came into force on 24 May 2018, not only forms the ba…
